A new idea

I come from the new small nation of Panutopia and would like to propose a policy it states

1. No nation with under 7 million can attack another or be attacked

2. No nation can use any nuclear weapons on another without at least 3 million casualties more than its enemy from the nation using the weapon

You do realise there are nations here with hundreds of billions of people, right? Also, do you have an actual proposal here? You might want to read the rules.

Sadly that's not something the WA can regulate.
