Since then we've used "On" on trivial matters like "On Expiration Dates", "On Genetically Modified Foods" and "On Humanitarian Aid". As well has there are semi-serious drafts "On Travel", "On Expatriation" and "On Conflict of Laws" on these forums.
I have yet to see the Sanctarian draft. However, I do find myself in agreement with your sentiment.
