Yes they would. What do you mean without reprisal? If they go to authorities, it is unlikely she will be with this person again with him locked up. You don't need to catch them in the act. Just do a simple investigation. You're throwing away responsibilities. This act almost encourages prostitutes to come to authorities.

There's no corruption needed for a situation like that to happen. If a police department is understaffed and overworked a case like that could be easily pushed to the back burner. The police may not be able to obtain enough evidence to get a conviction. There's a lot of things that could happen.

We should point out the governments of WA member nations retain the right to ban things without reason if necessary. Vocatus could ban cherry pie right now and there would be no foreign interference.

So try again: out of the countless things the governments of member states are free to ban for whatever reasons they choose (including frivolous or nonexistent ones if they so desire), why should the WA apply its time to this one particular highly controversial subject?

Police also do investigations on other things. Their job should be more than just to respond to crimes, but if that's the case for your nation then it shouldn't matter because the amount of prostitutes coming to you for help will increase.

Now tell me, how would you know if they are telling the truth or not. That's no reason to ignore the fact someone coming into your office talking about being trafficked (which you claim to be such a huge problem). How would they disappear? It's not like you put a post-it not on the suspects door saying you are investigating them. It's usually done in stealth. It's likely they speak the language, how would she give correct prices and other necessities? Also, transfers through nations are usually close, like border nations means the languages are virtually one and the same.
