INTERNATIONAL ATOMIC AGENCY ACT

RECOGNISING: That many nations of the world feel the need for a Nuclear deterrent, and that many other nations of this august assembly use Nuclear and Atomic Energy to provide clean and renewable sources of electrical power

FURTHER RECOGNISING: That the nations of the world should be free to choose their stance on the subject of Nuclear Weaponry and Nuclear Power

HOWEVER, NOTING: That Nuclear Weaponry and Nuclear Power both carry inherent risks, especially the long term Health and Environmental Effects of radiation exposure

ALSO NOTING: No international agency is set up to provide regulatory guidelines for the use of Nuclear Weapons or Power, or to have a register of which countries have Nuclear Capabilities

PROPOSES: The Establishment of a WA Committee to regulate the use of Nuclear Weapons for Non-Military Targets and to safeguard against the dangers of Nuclear Power, and provide assistance where necessary; a forum to discuss future regulations, limitations and proposals for the use of Nuclear Power and Nuclear Weaponry; and an international Treaty Organisation under the auspices of the World Assembly, membership of which bonds countries to these regulations

Hokay, first of all: You don't put proposes in your proposal. It's a proposal, so you're already proposing it. If this were to actually pass (which it can't since it's illegal because of this), it wouldn't actually do anything. There would just be this thing on the books saying that, hey, maybe someone ought to do something at some point if they want to.

Secondly, you need more detail. How will it regulate the use of Nuclear Weapons for Non-Military Targets? How will it safeguard against the dangers of Nuclear Power? How will it provide assistance where necessary? What does that entail? When you say "a forum to discuss future regulations", what does that entail? What kind of limitations on the use of nuclear power and weaponry can it make? Is joining the treaty organization optional? If so, why would anyone do so? (And how does it get around the optionality rule?)

You have a lot of work to do.

All it is doing is to create a committee. As per WA proposal rules this is not what a proposal should just do. While I'm at it, the effects of misusing nuclear energy knows no boundaries, but Nuclear Waste Safety Act already covers nuclear waste.

"Finally this doesn't do anything but create a committee. If your nation is serious about this issue we suggest a redraft. Otherwise quit wasting our time."
