[Draft] Head of State or Head of Government Protection Act

Fellow Ambassadors, I submit the following proposal for suggestions, comments and edits.

Head of State or Head of Government Protection Act


Description: Understanding that the stability of the International Community is extremely important. Understanding that part of keeping a stable international community is protecting and or having a line of succession for the world Head of States or Head of Government. This act hopes to establish a system by which stability can be retained world wide.

SEEKING: To provided stability to the World Community by protecting the world’s Head of States and addressing the issues of succession in the case of a national or international crisis.

1. All nations will establish a security force to protect the nations Head of State or Head of Government. Additionally this security force must also provided security for the three top political figures following the Head of State or Head of Government.

2. All nations must establish a bunker system with multiple undisclosed sites in which a Head of State or Head of Government can seek refuge in the event of a national or international emergency.

3. All nations must have a clear line of succession to be implemented in the event of death, disability, unconsciousness, or lack of communication. This line of succession will cover who ever is in the position of leading the country whether that is the Head of State or the Head of Government.

4. All nations must provided security to a foreign Head of State or Head of Government while visiting on an Official Visit.

5. All Head of State or Head of Governments must fly or private military or commercial airplanes. This is due to the threat of hijacking and the danger this would pose to other member of the flight.

Totally unnessasary, and a complete waste of time for this body to legislate. This is an issue that is best legislated by individual governments. Common sense dictates that you would have some security for your Head of State, or visiting heads of state.

Unwarranted interference with a nation's right to decide its own security measures. We also note with disapproval that there is no provision in this draft for nations that cannot afford the elaborate security measures you demand.

Respected Ambassador.

What elaborate measure do you speak of, a security force, bunker and a line of succession to keep a world leader secure that is elaborate? Additionally this does not mandate and specific form of security and does not interfere into a nation rights because what this bill seeks is stability. It is all fine until a country ends up with no leader and a power battle takes places.

As one of the more strongly aligned international federationalists out there, the Great Chiefdom finds this legislation unnecessary and overly intrusive. National governments can determine their own security policies for elected officials. This proposal has no compelling international component whatsoever. We cannot support such a resolution.

In my opinion the suggested security procedures for the protection of governments in member states appears to be an overkill, honoured ambassador. Some countries do not require that level of protection due to favourable security situations or the excessive cost.

The UnDelegate stiffled a disbelieveing laugh as he read through the proposal, then set it aside "What a terrible intrusion on a nation's right to handle the security of their head of state as they see fit. Why it also intrudes on nations that Have no such position, much less a government."

Since you're been respectful towards me, I'll reciprocate. However, "elaborate" can mean different things to different nations. You're calling for nations to establish "a security force to protect the nations Head of State or Head of Government" and "the three top political figures following the Head of State or Head of Government". You're also calling for nations to build "a bunker system with multiple undisclosed sites" and for nations to provide "security to a foreign Head of State or Head of Government while visiting". All of those things cost money. Building a good security force and facilities, in particular, is not something that can be done on the cheap. It costs money, time and effort. There are nations out there that simply can't afford the expense involved, or for whom the expense would not be warranted given the low level of security threats they face. Granted, the Altani Federation is not one of those nations; we have well-funded security forces capable of protecting our people against most threats that we would conceivably face. But not every nation is so fortunate.

It's bad enough to propose legislation on a problem that isn't really international in scope, but it's even worse to do so and drop an unfunded mandate on nations at the same time.

Honored ambassador. To me this would seem more of an issue that individual nations would need to take care of on their own. If two heads of state were to visit each others nations then it is something that would need to be addressed between those two.

Trust me. My royal palace guard is quite capable of protecting me and my palace. I doubt that any further measures are needed in a peaceful benevolent despotism like my kingdom. This resolution is totally moot.

Here in Morlago we are very patriotic, so we do all the things included in the draft already. Opposed.
