[DRAFT] Educational Equality Program

The World Assembly,

REALIZING that many nations lack a proper educational system,

NOTING that studies show that people with a good education have higher incomes as adults,

FEARING that nations will be in turmoil in the future without proper education to train people in vocational trades,

Hereby,

DEFINES education as "the knowledge resulting from an educational process" and vocational as "of or relating to training in a skill or trade to be pursued as a career",

ESTABLISHES a committee to set up education programs in member nations that request the assistance of the committee to help nations reach higher educational standards,

URGES member nations to start their own educational programs under the guidance of the educational committee,

CHRISTENS the committee as the World Educational Assesment Committee (WEAC),

MANDATES that all member nations allow the WEAC to teach freely in said nation, as long as the WEAC does not teach material that violates said nation's laws,

DICTATES that the WEAC has the right to decide what it teaches in its programs, providing that it doesn't contradict laws,

CLARIFIES that the WEAC's services are voluntary and provided upon request. A member nation can terminate the services it recieves from the WEAC at any time it chooses.

GENERAL ASSEMBLY RESOLUTION # 80 - A Promotion of Basic Education provides funding to nations who want to start their own education programs. You could change it to "All prior legislation regarding education." to remove that, but your first clause still makes this illegal for duplication.

Education equality? I don't see anything about equality, here. For a second, I thought somebody was going to close the hole left from that horrible education resolution and actually repair the latent xenophobia by granting the right to education to all persons.

Oh. Well, why should they have the right to education if they're illegal? I certainly hope that is the only instance where the right to education is not guaranteed.

We are concerned that the last two clauses directly contradict each other.

Vocatus has a strictly defined educational curriculum. Assuming we allowed an entity not directly controlled by the government to teach, under Vocatian law such an entity would have to follow the aforementioned curriculum precisely. This would clearly interfere with its ability to decide what it taught.

This is a problem.

Basically the WEAC gets to come into our nations and teach what they damn well please? I can imagine this has some issues, especially in nations that restrict information. Turning the WEAC into an advisory committee instead would probably improve the resolution a bit. Otherwise, its honestly a micromanaging nightmare...

I don't know where that ruling is, but Unibot consciously used 'citizen' when writing A Promotion of Basic Education in order to exclude non-citizen immigrants from having a right to education.

Because education isn't defined by arbitrary and imaginary nation-state borders. People need an education in order to live above poverty. Education is necessary to further world development. Xenophobic policies do nothing but deny the most vulnerable of people vital skills and knowledge. In fact, denying them an education probably leads to them not being able to pass a citizenship test anyways.

You have a viable point, but I will certainly not be using tax dollars to fund illegal immigrant education when they won't even follow the laws of my nation involving immigration. By the very nature of their status they have violated our laws. There should be no reasonable expectation that we will do anything beyond escort them back across the border, least of all accept them into our school systems.
