In order to be more specific about legislation, I propose that the Human Supremacy Act be proposed and voted on with due diligence.

This proposal would be legal, right?

Human Supremacy Act

The only life that shall be deemed intelligent are Homo sapiens, or Humans. No other species found in any Member Nation shall be considered intellectually better than, or equal to Humans.

All members of the World Assembly shall be required to be Humans.

Humans are supreme in the World and all legislation passed by this Assembly shall be written on behalf of Humans.

In an effort to define all previous and future legislation, the following definitions shall be binding on all resolutions:

a) “People”, “Individuals”, “Adults”, “Minors” shall only refer to the Human species.
b) “Society”, “Nations”, “Civilizations”, “Countries”, “Regions” shall only refer to the collection of Humans and Human-founded empires.

So this would physically restrict some nations and label them as 'subhuman' and 'inferior'.

A couple WA rules for proposals to perhaps ponder

· Grossly Offensive
If you want to execute left-handed men named "Earl" in your country, that's fine. Don't go yammering about it in a Proposal. Yes, this includes screwing with a 'majority' group. Killing all whites is just as bad as killing all jews. Or blacks. Or poor people. Things such as eliminating "all rights for $group", forced deportation of said group and the like fall under this too.

· Bloody Stupid
Every now and then a Proposal crops up that, for lack of a more tactful description, is stupid. This is clearly a judgment call, but if you're going to mandate that all cars be pink, you're gonna have a dead proposal on your hands. This includes things that are unworthy of WA consideration (such as mandating allowances for children who eat their vegetables).

I see Nations States as many universes and alternate time line, for example my nation is the successor of RL China whereas another Nation could say there are the successor a paradox. And it doesn't have to be today, one nation could have Humans extinct and Dinosaurs survive and still be in the WA with a nation that had the opposite because it was THEIR nation's time line, THEIR Universe.
Humans are superior in some person's universe and Dinosaurs may be superior in another Persons universe. And what you said about cats, if they speak English, what is the problem?

It's illegal. Plain and simple, it's illegal. It's also been removed. Don't resubmit it. If you do, I can guarantee ejection from the World Assembly. Why is it illegal? Because you can't force member nations to be human; this would fall under meta-gaming. Further, given the equality language of the majority of the existing resolutions, namely resolution #35, it's clear that the mandate of the WA is to protect all sapient and sentient life and this runs contrary to such resolutions.
