DRAFT: Protection Against Zombies

PostPosted: Sun Aug 09, 2009 10:38 pm
by Scarsaw
The Federation of Scarsaw has written up the draft for the following proposal after the recent deviation the Federation faced at the hands of zombies. We hope the international community will assist us in editing this proposal, so that we can prevent other nations from suffering through the horrors our nations have seen at the hands of the undead menace.

----
Protection Against Zombies
Category: International Security | Strength: significant | Proposed by: Scarsaw

DEFINES zombies as reanimated corpses of living organisms that show violent tendencies, eat living flesh, are able to reproduce through contact of bodily fluids with living organisms, and are killed only by destruction of the brain. People infected with zombie bodily fluids are easily detected by trained dogs and other animals

RECOGNIZES zombies as a threat to any nation due to the difficultly in killing zombies and how easily zombies are created.

CONDEMNS the use of zombies or zombie bodily fluids as a biological weapon.

CALLS for an extermination of zombies within the boarders of any nations in order to prevent a local epidemic or a worldwide pandemic.

DEMANDS nations do not purposely immigrate people who are known to be zombies or infected with zombie bodily fluids.

RECOMMENDS nations take preventive measures against zombie invasion though immigration by postings trained dogs at all boarder crossings including airports, train stations, bus terminals and ports.

How about a clause that provides funding for research on a cure for Undead-ism?

The some time WA loiterer from Catawaba, Gregory Placeholder, stuck his head into the assembly room. "I say that this proposal is prejudicial to those partake of the skating subculture and people who let rooms from others."

Stepping fully into the room, Mr. Placeholder glanced around the room to ensure that the draftee was crazy and there were not in fact zombies at large. "On a side note I assume that the draftee has just finished reading the excellent civil defense manual and crisis scenario outline written by Mister Max Brooks?"

I sense that this proposal is one of those joke threads, such as the right to arm bears

"And can you imagine the number of lawsuites stemming from turning the dogs loose on the renters and Sk8rs?" The UnDelegate snickered madly and waved to Placeholder from his shadowy corner. Those who visited the festering snake pit needed all the friends they could get. And here, far far from home, and mainly forgotten, the UnDelegate always welcomed company.

Perhaps a clause that mandates that nations stockpile weaponry effective against zombies, such as high-powered rifles, and build airships to serve as CIC hubs in the event of an outbreak?

Good ol' cure of AssaultRifleToMoaningFace, but all that science stuff works too.

Placeholder uneasily edged towards the shadowy corner where within waited the UnDelegate. All this talk of zombies plus the shadows in a brightly lit room put paranoid thoughts in his head. "Necromancers!" His voice cracked as he blurted out the word. He cleared his throat and continued. "This does nothing to combat or protect from zombies of a necromancy origin. In many cases, the tired and true application of a rifle directly to forehead will not work, neither will science."

Science helps all!I think that once you reach the "Zombie State", you're only hope is being killed. However, I think, with proper funding, we could find a cure to the virus that makes people zombies before they reach the state.

"Necromancers?" The UnDelegtate asked with a look of surprize on his face. 'I though surely every one knew how to deal with that sort. Salt, pure and simple salt or even easier salt water poured on them. Poor old things can barely even shuffle along and can't climb stairs with a darn either. And they don't eat brains either.

The shadows weren't of any ominous nature, he had merely taped some nearly opaque theater lighting gels over the light fixtures nearest his corner, he liked to nap to the droning of proposals being read. The gels were designed to go over spotlights and were unaffected by heat much greater than the pallid glows produced by the chambers fixtures.

Zombies?

:eyebrow:

The delegate from Grays Harbor feels compelled to speculate on the quantity of bad moonshine consumed by the delegation from Scarsaw prior to drafting this proposal, and if any pink elephants were included in the zombie hallucinations.

I do not see zombies as a global threat honoured ambassador. The Epidemic response Act appears to have covered something like this so there is no need to worry. :)

The Rogue Nation of Flibbleites already has a cure for zombies, it calls for an injection of hot lead directly into the zombie's cranium.

Your proposal doesn't address that there are nations which may have populations which are only zombies. We only mention this because it is bound to be a concern for some.

Ambassador Parameswaran Nair looked puzzled. He rises, in doubt.

"Zombie?"

"What Zombie?"

"I haven't heard of peoples named Zombie! Neither has my country's government."

"How do they look like? What do they eat? Are they fun to play with? Do they make lo--"

Almost immediately, he is interrupted by a junior member of his delegation, who proceeds to speak to him. Ambassadors seated nearby hear him whisper, "Oh, so it has been defined in the resolution itself. But there are such beings in this world? Seriously?" Then, seeing that the Secretary-General is staring straight at him, he rises again.

My apologies to the house. I'd just like to state that we Travancoreans haven't seen, heard or spoken of beings called, Zombie(s), so unless the Ambassador from Scarsaw demonstrates to us how they can be a real threat, we shall not support this.

Thank you for your time.

"Did someone say necromancers" Rhyolith walked in taking off his coat and sitting near Placeholder and the Undelegate .
"I've had issues with just such a group. They belonged to the old Iropha religion that used plague my country over a thousand years ago. They had taken up shelter near an old battlefield from the Great War."
Rhyolith paused to take a drink from his cup and eat a muffin he picked up in the WA cafeteria.
"Regular salt used to work, used to work well. So it used to not be a large problem. However they became more intelligent, breaking into the ancient long forgotten cathedrals in Mutamin to gain deeper knowledge in the dark arts. Eventually salt no longer worked, and neither did daylight, they seemed unstoppable. Their advance towards the capital increased their ranks and soon seemed unstoppable. Working with the country of Mutamin we developed the Firestorm class missile and glassed the area they were located as well as one hundred miles in all directions, that seemed to do the trick. So if salt doesn't work, fire should do the trick."

"However on to the issue at hand. I would support a contingency plan for just such an event. I believe that it is better to error on the side of caution."

Well, do you have any proof that she does exist?

OOC: They are both mythical creatures, so before long maybe the author of this draft will write proposals named "Making a Tooth Fairy Organization" or "Ban of Fairy Godmother Belief".

The Delegate from Seishin no Ryuu walks into the room, "The Empire of Seishin no Ryuu will support such a proposal." He takes a seat. "I have heard of what happens when one of these outbreaks occurs," he says.
