[Draft] Missile Defense Program - VOID [PLEASE LOCK]

REALIZING that many nations outside the World Assembly are able to produce biological weapons, and mass produce nuclear devices,

NOTING that many nations outside the World Assembly are hostile towards nations in the World Assembly,

FURTHER NOTING that some nations inside the World Assembly are worse off economically than other nations, and thus can't afford proper national protection,

THE WORLD ASSEMBLY,

ESTABLISHES a missile defense program to protect all complying World Assembly nations from outside threats,

MANDATES that all complying nations contribute to the expense of building an missile defense program by contributing five percent of their GDP,

ALLOWS nations that don't want to participate in the missile defense program able to reject coverage.

Absolutely not. The WA is not to have a police or army.

This is neither police nor army. Simply a means of protecting nations from outside threats that have access to the types of weapons the WA bans.

It appears that under GA#2 the WA cannot organize a missile defence program. Thus:
Article 10 § Whilst WA Member States may engage in wars, the World Assembly as a body maintains neutrality in matters of civil and international strife. As such, the WA will not engage in commanding, organising, ratifying, denouncing, or otherwise participating in armed conflicts, police actions, or military activities under the WA banner.

"The World Assembly has no place in the military policies of member states, and as such, we cannot support this proposal. Such 'proposals' should be left to military alliances or organizations that each member state may be involved in, or by their own national policies."
