Is this supposed to be a draft? I have no idea what this is. But if it is a draft, it is illegal for being bloody stupid. I'd strongly suggest that you think about what you want to legislate, read up the proposal rules, and examine passed resolutions so you know what a resolution should look like.

Then when you have a draft...Post it here for us to rip apart.

Hello! Just noticed you just recently moved to Europeia! Unfortunately this isn't really a solid proposal, but if you want to send me a telegram about what you're looking to achieve, and why, and how, I might be able to help you write up something better. Just message me! And don't let anybody attack you, you've come to the right place, and you posted this before submitting anything, so you've made the right starts, but you've still got a lot of work to do yet.
