id say define affordable as what each individual nations population can afford without strain on their bank accounts or such.

This is non binding and pointless then.

It establishes something, which takes more money and basically day care funds from nations that don’t have universal healthcare and shouldn’t pay for universal healthcare programs that other nations want.

In light of the presented arguments, i have changed to Against.
This proposal essentially takes money from other nations for the chance that one decides to have Universal Healthcare, which still not may be affordable for poorer nations.

Still trying to figure out the exact wording of an affordability definition. In the meantime:

As I said previously, nations which do not adopt this proposal would not be members of the GAHC and thus not obligated to fund its operations. Also, the entire Assembly is already funded relatively mysteriously, probably by the Assembly's constituent nations. The proposal says that the Assembly grants the GAHC funds, implying it's coming from the Assembly- and is anyone really sure where the Assembly's money comes from?

The argument “if you don’t like it just don’t adopt it” is stupid and pointless, and thus does nothing to justify why your very clearly unrealistic proposal should be adopted into these halls.

Are we… pulling a ‘shadow government’ argument with GA funds to justify the heavy toll upon nation states to fund the GAHC and overall healthcare?

This is absolutely not the case. See paragraph 1 of GA#3, World Assembly Governance Standards:

That, and the body is literally called the World Assembly, and the census is called the World Census.
Still though, I suppose it's not a bad thing to change the language to say "multiverse-wide" instead of "worldwide", so I've done just that. I hope I can have your full support now! :)
