Applauding not only GA#390 and GA#440 - two ground-breaking resolutions that set out the expectations of member states regarding their compliance with international law - but also GA#561 "Protection of Apostates," which required member states to enforce its provisions in a manner that encouraged compliance and discouraged non-compliance,
Believing that extending such provisions to all laws, whether passed by this body or on a smaller scale, would be sensible if not desirable, and
Reaffirming its belief that member states should not arbitrarily let individuals (or even whole groups of people) off the hook for ignoring the law...
The General Assembly hereby:
- requires all member states to enforce the provisions of all national and international law that is binding upon themselves or their inhabitants in a manner that encourages good-faith compliance, and discourages non-compliance, with those provisions by those entities,
- requires each political subdivision of a member state to enforce the provisions of all local and international law that is binding upon themselves or their inhabitants in a manner that encourages good-faith compliance, and discourages non-compliance, with those provisions by those entities, and
- requires members to ensure that their political subdivisions comply fully and in good faith with whatever international law is binding on those subdivisions, but
- mandates that, where World Assembly law conflicts with law from other sources, members enforce compliance with WA law to the maximum extent implicitly or explicitly allowed by resolution.
