I'm essentially a post-Jolt nation, so I don't know about a Java-based cricket scorinator. A spreadsheet-based one for ODI cricket is part of Miscellanator.

Does this seem reasonable, or am I missing something necessary?

A team isn't going to declare until the second day and usually after lunch if they bat first, and usually not before they make over 500 runs or lead by over 300. Second Innings declarations also happen on the fifth day or very late on the fourth.
So maybe a declaration condition could be: Team score > 500 AND Lead > 300 AND Time > Day 1 for example. It really depends on those three factors with the exception of the team that bats first in the first innings.
