Taking the reigns over from the destroyed Lurikastan Salzadonia will bow be head of the iRLA (international Rugby League Association) and will instate the Official Rugby League World Cup IV. The tournament will not have host biding this time around as new Salzadonia will host.

Venues: Mikhail Petkov Memorial Greens (Rugby Capacity 300.000) - Located in New Salo this stadium is a testament to the old Lurikastan. Surface Grass. Home of Rooster De Lis RC and CSKA Salo 2.0

Computone Stadium (Rugby Capacity: 50.000) - Located in Sidesburg this cookie cutter stadium is alot better for baseball than rugby. Surface Astroturf. Home of Sidesburg Swordsmen.

Adamsburry downs (Rugby Capacity 30.000) Located in Adamsburry this medium sized stadium is a relic, having had many memorible matches played here. Surface Grass. Home of Adamsburry RC

Pos Rec Yard (Rugby Capacity: 400) The smallest stadium that this Cup will call home is just a grassland outside one of the towns high schools. Surface Grass. Home of The Pos Men.

DAT STADIUM (Rugby Capacity: 60.000) - A daunting stadium for club matches, the fans here are loyal and are out to get some one. Surface Grass. Home of the DAT CITY DATS

You can just decide to take over running everything RL? No.
You can decide unilaterally that you will host? No.
You can allow bids from other parties to host a fair tournament? Yes.

What scorinator do you plan to use?
Is it likely that Salzadonia would win in a similar style to Lurikastan in RLWC II?

Otherwise it just seems a little early to set up a Rugby League World Cup.

Uum fine then if you want to bid for hosting you can. And we did win fairly in RLWC II: Lurikastan/The Yorozuya

Somewhereistonia now officially opens their official bid to host the upcoming Rugby League World Cup IV. The main stadiums are all in a reasonable travelling distance of each other and the main tourism facilities making this a highly practical bid. The transport infrastructure has had an overhaul in recent years, leaving the nation perfectly able to accommodate the increased number of visitors without hassle.

The stadia to be used are (all will be used for group stage matches as well as those indicated):

Spektakl-3-Arena (National Stadium, designed by Kura-Pelland) [85,100] Final, QF 1

Capitol Arena (former national stadium) [70,000] SF 1, Repêchage match (potential)

Dynami Arena (home of Dinamo Karrakiv) [55,000] SF 2

Sparti Arena (home of Qasarian Sparta) [54,000] QF 2

Kabano Stadium (home of Kabano Marauders and Kabano Bulls) [50,000] QF 3

Krieger Arena (home of Karrakiv Warriors) [42,000] QF 4

Qasarian Central (home of Qasarian City) [38,000]

Koltelcia Stadium (Home of Koltelcia SC) [36,000]

Balakarassia State Stadium (former national stadium) [30,000]

Empire Stadium (home of Karrakiv Wolves) [25,000]

In addition to this, 5 smaller stadiums have been set aside for pre-tournament friendlies:

A. Le Coq Arena (10,300)
Kalevi Keskstadion (12,000)
Skonto Stadions (10,007)
Zalgiris Stadium (15,030)
S. Darius and S. Girenas Stadium (8,500)

We now open the floor for other bids, to be voted on by all competing member associations.

Tournament plan

Plan will be decided once rough numbers of entrants are decided.

As is the convention, 4 points will be awarded for a win, 2 points for a draw, 0 points for a loss. A team losing by 5 or fewer points earns 1 bonus point.

For tiebreakers (hereafter 'points' means points scored in a game e.g. 5 for a try, not earned for a result e.g. 4 for a win): i) points difference; ii) total points for; iii) number of wins; iv) head-to-head results; v) head-to-head points difference; vi) head-to-head total points for.

Scorination

Scorination will be done daily at 19:00 GMT from the tournament start date, with an RP cut off at 18:50 (anything posted after this time, but before the results will be carried to the next game). I will use Starblaydia's rugby scorinator, which seems to work exceptionally well, giving fair and realistic scores.

RP bonus' will be carried on for three games to prevent them getting too large whilst allowing for dedicated members to gain a good advantage. RP bonus' will be given between 0.1 and 1 depending on quality (which I will judge). I will use my Rugby League World Rankings to change the scoring modifiers (these were used for the highly successful RLWC III).

I would plan to start around the end of May/start of June.

Experience

Currently hosting the RWCC and Heroes' Cup with Starblaydia's scorinator (re-adjusted to union scores).

Bid to run both the last RWC and RLWC.

Uugh (I know uk its all one person) (so please Keep Salzadonia's host bid but dis regard it in voting vote Lurikastan)

I hate Those bloody Salzadonians, thinking they're like us. It was they who dropped their petty bomb on our countryside, and it was only because we weren't acknowledge that they are Lurikastani anyways we enter and bid for host.

The Stadia

The Golden Greens (Cap. 500,000) Located in Salo this State of the art stadium is home to many of Salo's American Football, rugby and soccer teams. Home of RLWC II Finals, Coupe Blanc I, VII and The Selzar Cup.

Allapistadio (Cap 30,000) Located in Bergamo this small stadium may not have many seats but the Views of the lake of One are spectacular. Home of RLWC II Group Play and Coupe Blanc II.

Bowl (Raedon dropped Naming Rights) - (cap.60,000) One of the despised multi-purpose stadiums made for Baseball, Aussie rules, Gridiron, Outdoor Hockey + Basketball and Rugby. Despite being a one-stop sporting destination it is in need of major repairs. Leaving the people of Presco to wonder why it would host such a major event.


Texas Dome - (cap.80,000) Another multi-purpose that has recently been fitted for rugby. Home of Third Place Match in RLWC II, Home of Coupe Blanc III.


Fuji Point - (cap.20,000) The most beautiful stadium in Lurikastan with its class sculptures and beautiful craftsmanship. Located in Fuji

Old Taffyshire Rugby Grounds - (cap.70,000) This beautiful stadium is located in Old Town Taffyshire. Renowned in for it's history this stadium is sure to see some more during the cup.

Sunnydale Park - (Cap. 70,000) This Stadium is a beauty for its arches, glasswork and courtesy. Both players and fans lofe this stadium and its tropical allure. Located in Sunnydale City.

EXPERIENCE: Host of RLWC II.

I don't see why you would even consider a boycott of RLWC IV if it weren't in Somewhereistonia, either way please put forth your reasons for the consideration.

I just really don't like your way of deciding that you would be host.. This is an international event and precedent is very clear in allowing there to be bids for hosting rights. I was entrusted as collecting the votes for the last RLWC and would be very disappointed if that democratic selection process was not continued.
I acknowledge that you have now opened it up, which is good, but am still not exactly comfortable with the whole situation.
My boycott isn't just if it's not in Somewhereistonia, merely against a dictatoresque take over of the process!

Signups will close on Monday or Tues Dependent on Participants. With Host bidding taking place between Tuesday and Friday. Then pending my hosting pre-friendlies take place Sat+Sun (IF I host i will need some one else to scorinate those(gunna be out of town w/ no access to my scorinator)) And IF I host MD1 Will be on the following Tues.

As I said, its a little early, as sign-ups are still low I recommend waiting a bit longer before closing sign-ups or anything.

I have finished all my exams so I could scorinate now, but I think the cup is still lacking (no SN for example). IMO sign-ups should stay open for now. Having completed the RWCC and Heroes' Cup scorination, I think I have enough experience for this (its the same well tried scorinator anyway).

I think we should stick with the general convention of 1 nation and 1 puppet, otherwise its just silly. Having 4 places is just ridiculous. I'm happy to have you split into two or have 2 nations in (one being a puppet) but having 4 just ruins the tournament really.

You could keep one of there 4 as your main nation and cycle round the other three as puppets, or just say that two have no interest in RL for IC workings if you really want to split up.

If Kjomasassopia could split up into 4 nations and claim 4 places, then Somewhereistonia could theoretically split into its 8 states and claim 8 places in the next cup. There has to be a line somewhere, and 2 entrants seems to be a fair one.

I've always had an interest in getting involved with the rugby, but it's always given me a bad feeling....

This is a PROVISIONAL signup dependent on Somewhereistonian hosting of the event and only one Kjomasasopian entry. We don't need to waste four spaces on non-RPers for when he gives up halfway again. I wouldn't even give him one puppet, based on his track record of withdrawing when things don't go his way.

So you give away 3 but have one as a puppet? Highly suspect to say the least. Puppet entrants themselves are not guaranteed under general convention but are added at the discretion of hosts. I would be willing to have a puppet if the numbers worked out, but an extra 2? No.

I do not believe for a second that you have 2 (or is it 3) other people lined up to take control of the other nations you plan to enter. As the only posts on the matter are from yourself, under your main nation name, I have to conclude that you are just trying to play the system.

Just because sign-ups are low does not mean we should hold a tournament between a couple of nations and their puppets, it would seem to me slightly pointless and I would not add such a tournament to my rankings. I would much rather wait until we had 8 or more sign-ups.

Lukirastan; can you confirm in an understandable OOC matter, the relationship between the nations of Lurikastan and Salzadonia. Is Salzadonia just your puppet? Are you confirming that Slazadonia are no longer running, if so why did you bother with all the IC stuff before the tournament started?

I have a hunch (not just based on Newmanistan's post) that these two confusing/contentious issues are putting others off signing up, and so sooner they are resolved the better IMO.
