2nd Commonwealth Cup Sign-Up

After the Aergad Isles victory against Windows Vista Business to claim the first Commonwealth Cup title. Urumon has been chosen to host the tournament.
The first ten teams to sign up with be split into two groups of five, with the two top teams from each group going into the semi-finals and final.
The ranking system gives 8 rank points for a new team, with a maximum of 20, though the starting ranking increases to 10 points if the team posts a roster.
Win = +1 point added permanently
Draw = 0 points added
Loss = -1 point taken for 1 match (goes up again next match, unless another loss)
RP = +1 point for next match (goes down again next match, unless another RP)
Any teams are welcome to join, and Windows Vista Business and Sungai Pusat (2nd and 3rd place teams) would be especially welcome. :)

What will be used to scorinate this? It doesn't seem a very foolproof formula...
