Actually Mount Maris are seventh seed.
But anyway, you're conflating the conference standings with the seeding list. They're ranked number six overall when you only look at in-conference play (Standings).
When seeding for the playoffs, strength of schedule becomes a factor and point differential is ignored (as specified in the procedural list).
We used to use the overall standings table for playoff seeding too, but it was changed one season after it was considered unfair. I forget when exactly.
Put simply, Mount Maris have beaten weaker teams, and/or have an inferior away record. So they are ranked lower than other teams.
The worst 3 loss team is actually Ceneisis, who have the best adjusted offense... but have won only seven games (five of them at home) against weaker teams on average.
Admittedly, there are flaws in the system. For example, you can increase OSPI with a loss to a really good team, or decrease it even if you win against a bad team (this is why we have a deadline for arranging non-conference games; to avoid people trying to game the system by cherry picking matchups with teams that will boost OSPI). So I'm considering a re-jig of the formula (or just developing a new system).
I'm just not sure how to get around these flaws yet. I had an idea earlier based on pythagorean expectation. Also considered maybe I could do something based on Elo ratings and just reset everyone at the start of each season; I could also include a point differential variance in that system, potentially... But whatever I do next will take time to devise and test, and then implement. The more complex it is, the harder it is to include it in NSCF procedure, too. I won't always be around to create these spreadsheets, after all. Not to mention the committee vote.
Ehhh... I'll see what I can do before next season.

To be held against the two best teams remaining in the Celestia and Mineral conferences (1 from each) that haven't qualified for the playoffs or another bowl.
Since Kalalau had to take the best remaining offense for their bowl, I couldn't propose the Axe Bowl again

This is true. You know what else is true? The Lei Bowl, from NSCF 10-13, had already been hosting the team with the best offense against the team with the best defense, so really I am just taking it back...
