Scorination
Xkoranate 0.3.0 would be used for the generation of results. The 'Olympic style' RP bonus option within Xkoranate will be used to award RP's on a cumulative basis throughout the tournament.

Format
A group stage format of some sort will lead in to a knock-out tournament. Eight, or sixteen participating teams would be the preferred number of teams. In each of these cases teams would be split into groups of four, with the top two placed teams at the end of the group stage progressing.
In the case of an eight team tournament this would therefore mean a group stage followed by a semi-final and then the final. In the case of a sixteen team tournament this would mean a group stage followed by a quarter-final, semi-final and final.
Should the number of sign-ups be between eight and sixteen then either a ten, twelve or fourteen team tournament shall take place. In the case of a ten team tournament two groups of five, with the top two teams from each group advancing to the semi-finals shall be used. For twelve teams thee groups of four would be used, with the top two teams from each group advancing. Those six teams would be joined in the knock-out stages by the two third placed teams with the best records.
A fourteen team tournament would be the least preferred of the suggested numbers, with the group stage consisting of either two four team and two three team groups or one four team and two five teams groups. In either case, eight teams would advance from the group stage.
The group stage would likely be a double round robin. Tiebreakers used in the group stage if necessary would, in order, be: head-to-head points, head-to-head score difference, score difference, scores for and finally a coin toss.
Experience
Sorthern Northland has previously hosted the first and fifth Rugby League World Cups, the thirteenth Rugby World Cup and most recently the Rás na Inis na Dún (cycling).
