Yes. If you look at the OPs of most newswire threads, they've all been edited a number of times.

If you want to host one, you need a scorinator (a program that produces results via RNG) for a battle royale. As far as I'm aware of, there's none, but you can ask the information you need here: viewtopic.php?f=7&t=55249

I'm not sure about NSFS. Most people use xkoranate and there's plenty of tutorials around.
Usually, Team Style refers to "How the team plays", varying from -5 to most defensive to +5 for most offensive.
About assigning points: When it comes to your teams in your own nation, you're free to assign them as you wish as long it's between the minimum and the maximum. In xkoranate, the standard minimum-maximum are 0 and 1, up to three decimals. You can have a very good team around 0.85, and a weaker team around 0.355 or such. It takes a little bit of trial and error.
When it comes to generate long standing rankings, people usually do spreadsheets where they collate the most recent results. Here you can see ice hockey rankings, based on the results of three most recent editions.

The tables we use are typically produced through scorination using Xkoranate, and the guide for the software is here (credit to their respective sources). The software has a table generator if you are getting your results differently.
