1) Yes there is! Unfortunately it just now finished its most recent iteration.

2) You can take part in the World Cup immediately if you'd like. There are no requirements, all you have to do is post
on the signup thread and you'll be entered. As for actually participating, you can post a roster and RPs, although it seems you've figured that out already.
3) The bread and butter of the subforum here is definitely match reports, basically like news articles detailing the results of the most recent matches. Other commonalities include character-based RPs that revolve around players, managers, or other influential sporting figures in the tournament. Some users have been known to write world-building RPs or even completely unrelated prose they've written. In any case, any RP will do. To get your feet on the ground and really find your nation/national team's character, it's easiest to start with match reports.
4) Style modifiers are numbers inputted into the scorinator (score generating program used by the tournament hosts) which reflect a team's tendencies. The numbers range from +5, an all-out attacking squad that goes for goals and neglects defense, to -5, an ultra-defensive team which mainly tries to block the opposition from scoring at all costs before considering scoring themselves. 0 is balanced, which means a team is equally offensive and defensive. Any numbers in between follow the same pattern on a scale. Basically positive numbers are offensive and negative numbers are defensive, and the closer to 5 you get the more extreme the tactics are.
From a technical standpoint, the style modifier can affect the amount of goals scored in a game. It won't change the result of the match (if Team A beats Team B by 2-1 before calculating the style mods, the scorinator won't make Team B win 2-3 just because Team B is +5). It only affects the amount of goals scored by both teams, and sometimes the margin depending on which formula of style mod is used, but never the final result.
