You can take a look at this thread which is the now defunct ANSF, ran by Adun when he was active. The thread was considered the most successful thread on MMA RP in NS Sports. You can take some reference from there and run an interest thread like what Liventia has said. Good luck!

It is not recommended for a nation with minimal NS Sports experience to "start up" tournaments unilaterally. You will have trouble getting substantive numbers of people to sign up and (worse) you would see next to no RPing. The community at large would not view the tournament(s) as terribly legitimate because you have not worked your way up through established channels like the World Cup cycle (yet).
Additionally, as Greg has already told you, there's no need for women's football events, as the World Cup is already open to both sexes.

Indeed. There's also no "men's football" per se as the World Cup is open to both sexes. Not to mention robots, and aliens with three different sexes, none of which correspond to male or female, and teams full of Santa Clice (plural of Santa Claus, apparently) who come from a nation where everyone is Santa Claus and thus male, talking ponies, coconuts, grey blobs, and a lot of other weird things. This is NS. Get used to it.

Eh, I was just looking to do something with some of the players from the women's league I started in my own country, I may have to just put them one one of my national teams(my country doesn't have a unified national team).

If it's a domestic league, that's fine. It should go in the Domestic Newswires thread or your own newswire thread. There's also the UICA competitions, which are open to club teams analagous to the UEFA Champions League and Europa League (plus a competition for Second Division teams that has no RL analogue.) Those are open for mixed, all-male, and all-female teams, but your league is welcome to enter provided you follow the entry rules.

It seems I'm screwed, in those competitions you can enter one club and our football league system isn't unisex, so there's no way of determining a national 'champion'.

Again, the league doesn't have to be unisex. If it's a women's league, that's fine. If it's a men's league, that's fine. It really doesn't matter.
