Here is the preliminary scoring formula. Any problems with it or and suggestions to improve it.

SCORING

DSF=ASG(WLR+APE+TEF-SPF*N)

DSF=Dragomerian Score Factor
ASG=Approximate Scores per game
WLR=Win-loss ratio (in terms of wins/losses, default is 1)
APE=Average Experience of Players
TEF=Team Experience Factor (1.5 if same team as previous year, 0.5 if the team is different, default is 1)
SPF=Sports Penalty Factor (average penalties per game, default is 1)
N=Number of players on the team (varies per sport)

ASG
may be ported from another sports competition; however, if the team is new, then 21 is the default.

APE
APE=(Sum[(PYF-APY)2]/(N-1))1/2*N

PYF=Player Years Factor (how many years has that player played the sport)
APY=Average years that all players on the team has played the sport
N=Number of players on the team
Win Determination
If DSFTeam 1>DSFTeam 2, and 0.95*DSFTeam 1>DSFTeam 2, team 1 wins; else,
If DSFTeam 2>DSFTeam 1, and 0.95*DSFTeam 2>DSFTeam 1, team 2 wins; else,
If the first condition on one of the two situations is true, while the second, is false, then in the other team wins.

If DSFTeam 1=DSFTeam 2, then the winner shall be randomly selected by a random number generator with the numbers that can be generated is either 1 or 2.

Ok, so two things: firstly, it seems pretty self determining - that is, if a team's rating is more than 95% of an opponents, that team will always win. There's no point in playing sport where the outcome is predetermined.
Secondly, where is your factor for RP bonus? Do you intend to give RP bonus? If not, please tell me why I should join your competition when there are so many other available?

Put simply, when people write for your tournament, they're expecting a reward to their rank as incentive - better RPs giving them better ranking. Which in turn means that the people who consistently write with skill and effort are the ones who progress far.

I have not thought of that. Maybe I could ad another factor to that equation just for that purpose.

(I don't know where else to post this.)

A well-dressed NinetyfiveX stands on an empty game show stage, arms at his side, as the lights on backlit stage blink.

After all, the show was supposed to simulate a live-action video game.

Xi Foureleven's voice, in an uncharacteristically playful tone, is heard over the announcer microphone.

"If you would like to play the 95X National Team, forget it!"

The in-studio crowd roars with laughter.

"And now," Foureleven finishes, "back to Jason NinetyfiveX!"

"Thanks, Eleven," NinetyfiveX says, confidently smiling, as the camera zooms in. "Let me explain what Eleven just said. 95X has concluded its participation on NationStates, and I'd like to thank you for twelve years of fun. It was great to try some new things here, and, in the end if you laughed a little and got some enjoyment out of it, well then I feel it was worth it. I'd like to let everyone know I'm proud to have been part of NationStates, and I'd like to take this opportunity to thank those who made the Nation of 95X possible; the creator of NationStates, Max Barry; the creator of NSEconomy and xkoranate, Commerce Heights; the founder of Atlantian Oceania, Vilita; and last but most definitely first; the staff of TriMet, C-TRAN, Spokane Transit, and the past and present members of the Amalgamated Transit Union Locals 757 and 1015!"

The crowd roars with applause. NinetyfiveX pauses for a moment then wraps things up.

NinetyfiveX exits by running toward and under the camera, the lights on the stage and over it dim, and the croud continues to applause loudly as the show's theme music plays.
(Yes, this is a blatant rip-off of the ending of Hit Man, a short-running American early-1980s game show. The host, Peter Tomarken, and announcer, Rod Roddy, would work together on the hit Press Your Luck only months later. If you've never watched either, trust me, the episodes on YouTube are much better than watching the Catch Phrase "Snake Charmer" clip for the thousandth time, the 2012 Australian version of the Price is Right, or most anything else for that matter.

Of all the songs I've ever thought of as a possible "life theme song," this is definitely it. My favorite band, no less:

The World Cup and other WCC events (the BoF and the CoH) are held 3 or 4 times per year, depending on how long it takes to get a bid for the next one.

By the way, there is a World Cup Discussion Thread. The 4th edition of the thread was just created 2 days ago because the 3rd WCDT reached 500 pages.

If you want to enter the current World Cup and forego the BoF, I think it is still possible to signup (but it might be on a waiting list). If you did this and end up competing in the World Cup, you'd still be able to enter a puppet in the next BoF.

I have a question about scorination that I've never been clear on.

It's common to use "Goals/Points For" as a last resort tiebreaker, even if it is rarely needed. But doesn't the use of style modifiers create a (very minor) bias towards teams with high positive modifiers?

Yeah, but as you said, it's pretty negligible. And there is NS precedent for a tournament favouring Lower Goals Against as a tiebreaker - Cup of Harmony 58, I'm pretty sure.

If a nation doesn't like Britonisea in IC, does this prevent Britonisea from getting votes on a bid for a tournament in OOC?
