BoF 89 Host Bid - Southern Anaia (MIR & ALR ft. KIM & STR)

Aleirave is a small island and Special Administrative Unit of Eshialand, led by Governor Yekaterina Olayeva and the Island Council, and home to around 60,000 people, most of whom live in the capital Lahaira. Historically, this population has been split between the majority indigenous Aleiravan population and the minority Klysevians, who ruled the island with an iron fist for many centuries. In the Eshian era, however, the boundaries between the two have fallen and society is peaceful again. The island is a tropical paradise, where temperatures almost never drop below 20° Celsius, although tourism isn't as much of the economy as you'd expect given historically poor infrastructure. The island doesn't have an official airport, so travel to and from Aleirave is mostly handled by ferries (to and from most Anaian destinations, as well as the Eshian mainland) or by chartering small planes which can land on a grassy strip in the northwest.

Kimi-Suomi is an Arctic kingdom based in Anaia, ruled by our Keisari Kimi-Matias Räikkönen with an even hand and through a parliament and free elections. Great friends of the nation of JYK-inen (TJUN-ia) from Esportiva, many of our rights and freedoms are based on their constitution - except for the free alcohol, of course (our major industry). This land is filled with fir trees and a whole lot of snow, so make sure you bring your huivit ja hanskat to our land when you come - even in summer, it never usually goes above 16 degrees Celsius! The majority of people here are Suomalaisia (Finns), but we do have a distinct minority of Ruotsalaiset (Swedes) that are certainly present - they even have their own island and mainland community that mostly speaks Swedish, not Finnish. Other groups are present, such as Norjalaiset (Norwegians), Karjalaiset (Karelians), Venäläiset (Russians), Virolaiset (Estonians), and most certainly Saamelaiset (Sámi) - we even have a few from TJUN-ia who have decided to make this place their home. But no matter what creed they follow, we all welcome our new ystävät with open arms.

The Martian Independent Republic is a republic on Mars made up of fifteen settlements called “bases”, with a total population of about 800,000, that have been made Earthlike as much as possible - despite that, there are still some quirks. It would not call itself socialist but is in fact very socialist - it’s also quite focused on surviving rather than thriving, which means that many luxury goods are either very expensive or simply unable to be purchased. The MIR is connected to Anaia through a portal in the southwest of the nation, and it holds some territory there as well, though that territory is mostly uninhabited.

StrayaRoos is a nation of about 43 million residents known for many things, whether that be its near religious-following of sporting codes, its high level of political engagement among the general public, or the particularly aggressive wildlife. The country has four states and one territory each with their own unique perspectives (read: why they’re the most important state/territory), and has many different destinations, ranging from the near-tropical climates of Coal Coast & Tzapa on the nation’s east coast, to the mountainous areas near Richmond & Menai in the nation’s south. There’s also the nation’s political & cultural centre of Pale, for those of you less inclined for outdoor activities.

Format

The BoF is meant to be the introduction to football on NSS, so we plan to go with a simple format - N groups of four, where the top two teams advance as well as a minimal amount of third-place finishers to make either a power of two (like 16) or three times a power of two (like 12), with the former being preferred. As such, here are some of the formats:

12 teams: 3 groups of 4, top two teams advance to the Round of 6.
16 teams: 4 groups of 4, top two teams advance to the quarterfinals.
20 teams: 5 groups of 4, top two and two best third-place teams advance to the Round of 12.
24 teams: 6 groups of 4, top two teams advance to the Round of 12.
28 teams: 7 groups of 4, top two and two best third-place teams advance to the Round of 16.
32 teams: 8 groups of 4, top two teams advance to the Round of 16.
36 teams: 9 groups of 4, top two and six best third-place finishers advance to the Round of 24.

We would prefer to add numbers puppets rather than cut teams to achieve this goal, but as both OOC bidding partners have already entered two nations, we recognize cutting nations may be unavoidable. In the case we do need to cut nations, we will first cut puppets.

Cutoff would likely be 8-10 PM EST, with one cutoff window for both hosts.

Tiebreaks will be as follows: Group Placement, Points, H2H, GD, IC coinflip (OOC scorinated game with draws off). For more than 2 tied teams, should a tiebreak separate some, but not all, teams, the remaining teams will start again from the first tiebreaker.

Scorination & RP Bonus

RPs would be graded on a scale of 0 to 1, with RP bonus being cumulative. Some of our formats have byes - in those cases, the users with the byes would receive at a minimum bonus equal to their average grade so far, and if they choose to RP their bonus for that RP cannot go below that average.

LISA v1.093 would be used, with 1.984 power scalar, reference rank 2, REAR 300, and margin divisor 750. The only thing here that is different from normal settings is the reference rank - with it set at 2 and given our maxrank, here are some win probabilities:

Maxrank vs zero (pre-MD1) - 72.8% xW (62.9% win probability)
Maxrank vs zero (pre-MD2) - 84.9% xW (78.5% win probability)
Maxrank vs zero (pre-MD3) - 90.8% xW (86.6% win probability)
Maxrank vs 80% maxrank (pre-MD3) - 57.9% xW (45.7% win probability)
Maxrank vs 80% maxrank (pre-final, in a tournament with 7 cutoffs) - 60.5% xW (48.6% win probability in 90 minutes)

We’re open to tweaking these values if there’s strong feedback in terms of higher or lower, though a lot of this is just taste. We’re also open to shifting the reference rank over the course of the tournament.

AI Policy
AI-generated text is prohibited, and will have your rank reset to zero. If this is repeated, we reserve the right to declare games a 3-0 forfeit. AI-generated images must be declared - and no, just leaving the little Gemini icon in the corner doesn’t count as a declaration - and they will not contribute to RP bonus. AI translation is okay if and only if the original text is also part of the post.

Experience

This would be Aleirave’s first tournament hosted, but the user behind the nation has hosted Cup of Harmony 93 and Elephant Chess Cup X as Eshialand.

The MIR has hosted CAFA 14 and Elephant Chess Cup XIII.

Q&A
Why four nations?
The MIR and Aleirave, the OOCly bidding nations, are not ICly capable of hosting such a large event, so we asked some of our fellow southern Anaians to help out.

What role will StrayaRoos and Kimi-Suomi play?
Roughly the same as Qusmo did in WC100 - some host info, but that’s about it.

Why is there a fox in the logo?
Because Anaia!

Why LISA?
Because it has done well in the World Cups in which it was used, and it’s very transparent and customizable.

How are you qualified to host a WCC event?
Eshia literally hosted one last cycle.

All my posts are IC unless I either explicitly say so or they're on NSG.

Sidenote, if I'm posting on NSG, DM me to make sure if I'm alright. Something's probably gone wrong for me.

Only if we have an abnormally small number of signups. The format for 12 would see the top 2 group winners bye'd to the semifinals while the third group winner and all runners-up would play in the Round of 6 to determine the other two semifinalists. I wouldn't expect a Round of 6 to actually be used, but you can never know until we get later into the process.

The other bid thus far has mentioned using a different scorinator. What made you decide on LISA over the alternatives, such as xkor-ce or traditional xkor?

How would teams be seeded: group-fixed (A1vB2), global-seeded (1v16), Qusma-seeded (1-1v3A1), or another method?

What would the IC role of MIR and Aleirave be? Would they host any matches at all? Would their federations be involved in organizing the tournament? Or would this tournament ICly be 100% hosted by Kimi-Suomi and StrayaRoos, but OOCly 100% hosted by the Martial Independent States and Aleirave?

A prior edition of your regional championship involved ties broken on the basis of coolness and knockout fixtures at venues called, in order, “the hypersonic supergalactic spaceship,” “lasertastic arena,” “friendly dinosaurs island,” “mwahaha evil robots island,” “captain pirate’s pirate ship,” “a magical meadow,” and “my backyard.” The newly-worldbuilt regionwide stadium is called the Shagger Palace. Audioslavia occasionally scores winning goals in World Cup finals. How important is realism in NSS?

We would be using LISA because it has been used for quite a few previous WCC events and the scorigami patch takes care of most of the issues we had with it - what remain are more stylistic choices than anything else, and the fact that style mod demonstrably has no impact on goal difference is a huge plus. In addition, it is what we are both most experienced with - both CAFA 14 and CoH 93 used LISA. Also, with Audio's sheet, it's much more convenient for hosting, with schedulegen, tablegen, RP bonus input, and scorination all in one sheet.

Seeding will be Qusma - fixed seeding has a lot of issues, and I don't see anything major that global seeding has that Qusma seeding doesn't have. If we have a format like 20 or 24 teams where some teams would have a bye, we will introduce dummy teams who can be paired with anyone and use them in the seeding to represent the byes. This would end up looking something like this for 20 teams:
1-1 - bye 1
2B-1 - 2B-2
1-4 - bye 4
1-5 - 3B-2 if possible, otherwise 3B, otherwise whichever 3rd seed is highest on the priority list of sharing the group of [1-1, 1-4, 1-5]
1-2 - bye 2
2A-2 - 2A-3
1-3 - bye 3
2A-1 - whichever 3rd seed not of 2A-1’s group is highest on the priority list of sharing the group of [1-1/1-4/1-5, 1-2, 1-3], with preference given to higher seeds in the event of a tie

which would prevent as many early group stage rematches as possible, with first and second seeds only meeting in the final and barring one unlikely scenario (the best second-placed team and a qualifying third-placed team in the same group as the worst first-placed team) reseeding would not be necessary.

The MIR and Aleirave would be hosting matches, likely one group each, as well as some of the knockout matches - it's still TBD exactly what they would be hosting, but it would be a noticeable portion. Combined, definitely more than a quarter but probably at most a half, and between the two it would be split evenly.

Realism is not important in [NSS as a whole] as I see it - I regularly send a team that is entirely made up of knights spouting Monty Python references to the Copa Rushmori - but it is important to me for the MIR specifically, and I would prefer to maintain things being reasonable for it - Eshia feels the same about Aleirave. More broadly, I don't think somebody should be penalized because they want something their nation is hosting to be realistic to how they see their nation - if you don't want to do realism, you don't have to do realism, but if I'm not harshing your mellow don't harsh mine.

Oh, so top 2 teams get byed, that leaves the other 4 to a presemifinal. Weird but interesting I guess.
