Regarding rank, that really is entirely up to you. As a general rule, when hosting anything involving national teams (except a BoF), I use the maximum possible KPB value (which is 69) as the maximum. My domestic leagues use a maximum value of 1000. Others, I'm sure, have their own systems.

Chess as an OOC competition has its attractions as well. As Arch and others pointed out, such an OOC competition would belong in a different forum. (As well as a different thread. )

If for some reason the players are playing a match as characters in their respective NS countries, that can be done here. But a straight up chess match between the players themselves doesn't belong here.
