The Commonwealth Rugby Union present a bid to host the 36th World Cup for Rugby Union within the nation of Baker Park.

Baker Park is located in Arrosia near the geographical center of the region, with 53 million inhabitants. Belle Haven is the capital and largest city in the Commonwealth, which is made up of seven constituent states—Baker Park State, Endover, Osheana, Ezra, Midalia, St Leon and Lynchana—that is governed as a Parliamentary Democracy; the House of Assembly consists of 231 representatives elected from the states in proportion to the population of each and the Council of State has 56 members, eight elected from each state at large. The Head of State holds a limited ceremonial role while the Prime Minister is the chief executive.

The Commonwealth is a diverse nation with a well educated and prosperous population having one of the highest standards of living in the multiverse. The Baker International Corporation is the nation's largest private employer and the main engine of economic growth.

We are one of the most popular tourist destinations in Arrosia and the multiverse, as over 3.5 million visitors arrive annually, a number which grows higher during major sporting events hosted here. Baker Park has co-hosted 2 World Cup Finals, 2 Atlantian Oceania Confederation of Football Cups, Baptism of Fire 81, 3 World Lacrosse Championships, the Jenna Raven/Women's World Cup on two occasions and the Under-18 World Cup twice. It hosted the AO Rugby 7's Championship in consecutive editions—winning the event as well—and now seeks to welcome the fifteen player code to our country.

Particulars:
Xkorinate 0.3.3 with the NSFS2 formula with xkorinate modifiers between -5 to +5
Teams will be drawn into groups from pots determined by the Post RWC 35 rankings.
A posted roster will be worth a full day's worth of bonus and RP bonus will be cumlative.

Format
currently there are 22 entries, and Captina Island are warming up in the wings as an additional puppet if needed.

24 entries would see us use 4 groups of 6, single round robin with the top three in each group advancing to the knockouts (group winners receiving byes through to the quarterfinal).
28 entries would bump up to groups of seven and any number above that would use 5 or 6 groups with 16 advancing to the knockouts.

As usual I probably left something out, so ask any questions I've not addressed here.

OK, I want to propose that in the interests of moving on with the tournament, we say: 48 hours for anyone else to post a competing bid, otherwise, Baker Park is appointed host. Anyone who has a problem with the bid can either counter-bid or withdraw.

About the bid, I'm not the biggest fan of the raw formula as it's so unrealistically low scoring, but the bid seems fine from a general format perspective.

Answers:
I read in the previous edition bid about the weakness of the "original" SQIS formula and did a test between it and the NSFS formula, which over several runs of a 5 team group the latter produced somewhat higher scoring hence my choosing it.
I am advised there is an updated version of the SQIS, and have been offered a copy of it. If I receive that, I will use that file rather than the one stated in the bid.

As for bonus points, I considered it and it could possibly come into play based on the above formula change. In RL I know it's usually based on tries, which would mean as host I would have to make unilateral choices to decide how particular scores break down (that was my thinking when debating to include it)
It could be on a total points basis, and of course a "lucky loser" BP for not getting beat by an x total.

The situation has been corrected and I want to offer an apology to all the competitors. Very sloppy on my part.
Check the schedule and the revised fixture list. I don't think I kept the balance of the day, afternoon and night breakdown but that's not really that important.
