This is what it boils down to, and what I'd say is, having RPs at the start turn out to be worth more was a deliberate choice, because I think RPs at the start offer more chance for community interaction, more chance for other people to RP. If you drop your big RP near the end, fewer people are likely to have time to reply, or interest in doing so if their teams are already eliminated. (This is something I have been guilty of in the past.) Under a dependent system, an RP on the last MD is worth as much as an RP on MD1 -- but I don't actually think that's true. While both might be equally well written, the RP on the last day doesn't afford the rest of the community as much of a chance to respond, and collaboration is, ultimately, a great deal of the point of why we RP. This isn't a writing competition.

No. As I indicated above it's dependent on how long the BoF runs for.

It looks like there are 154 non-host signups thusfar (I'm #151, although Rouyoute has said in the signups thread that he's happy to be cut as a numbers puppet... which helps my tension a bit).

1. Will signups be cut off and waitlisted immediately upon the hosts winning election, or will there be a few weeks' breathing space to see if you can get to 165 or similar?
2. If numbers somehow allow, will 13 or 14 groups of [whatever] be considered or will the hosts schedule a minimum of 15 groups? They'll be longer but still allow for full third-place participation in playoffs (with some 2nd-place autoquals).

There's no obvious hurry to cut off signups, we can't do anything until BoF is over. That said, if either (a) we reach 167 signups or (b) we reach 152 signups (on account of withdrawals) then signups will be closed. Otherwise we will see how we are doing numbers wise closer to the end of the BoF.
