Copa Rushmori XLIII Bid

The Kitara's Workers Footballing Association(KWFA), the governing body for the sport in Nyowani Kitara, is officially submitting its bid to greater Rushmore to bring a major tournament to our shores for the very first time.

Nyowani Kitara National History

Basic Map

Nyowani Kitara is a nation that is a multi-ethnic nation, formerly ruled as a one party communist state, recently coming out of civil war.

For nearly 90 years, in various iterations, the country was ruled as a one-party state, with the Kitara Progressive Worker's Coalition, the nation's communist party, being the sole source and summit of political power in the nation. After brutal civil war, which sparked interest and interventions from many nations within Rushmore and beyond.

Following the war, a peace deal was signed, and free and fair elections, sponsored by Nephara, were brought to the forefront. A referendum for independence in Osterland was narrowly defeated. The peace deal seems to be holding strong, as Muhoozi Kulan was elected as President of a newly democratic Nyowani Kitara.

There are three major ethnic groups in Nyowani Kitara. The first is the Kitara, who account for approximately 57% of the population. These are black skinned people who originate as part of the Kitara tribe, in Banija, mass migrated to modern-day Nyowani Kitara in the 1840s after they were largely exiled by Banijan authorities. Because of that, they have no diplomatic relations with Banija and are largely to be considered 'radically' anti-Banijan. Radical anti-Mormon teachings from the country, alongside Communism and a dispute over who should use the name(Banija consider their own Kitara Region to be the 'true Kitara', while Nyowani Kitara believe Banija lost the rights to the name when the exilied the Kitara people), lead to heavily strained relations.

When they came to north Rushmore, They conquered the land that was dominated by a variety of white native tribes. Osterlanders(approximately 30% of the population) are the biggest native white ethnic group, with Nordlanders(6%) and Zealanders(1%) behind them. The remaining 6% are largely white immigrants and their descendants from neighboring countries (particularly Graentfjall, Tikariot, Yuezhou, and San Ortelio).

Nyowani Kitara is known for its short, yet harsh, winters. This is a small and poorer country, and therefore outdoor sports are rather popular in this corner of Rushmore. Ethnic group for each player is listed. While sports in Nyowani Kitara are integrated on gender, this team is all males.

It is considered something of a minor miracle that this bid can get off the ground- the KWFA remains probably one of the last national institutions still firmly controlled y former Akongo supporters, so many outsiders say that the frequent cooperation between the KWFA and the Government that is required to throw on a tournament of this size is a 'boon' for healing within Nyowani Kitara.

Format

There will be five-eight stadiums used, depending on numbers. There currently seem to be 33 nations signed up, although I haven't done a hard count. The entirety of the tournament will take place in Nyowani Kitara. All groups are single round robin. The following five formats are preferable/most likely...

32 teams: 8 groups of 4. Top two from each group will advance to the Round of 16 of the knockout stages.

35 teams: 7 groups of 5. Top two from each group, plus the top 2 overall third place teams, will advance to the Round of 16 of the knockout stages.

36 teams: 6 groups of 6. Top two from each group, plus the top 4 third place teams, will advance to the Round of 16 of the knockout stages.

40 teams: 8 groups of 5. Top two from each group will advance to the Round of 16 of the knockout stages.

42 teams: 7 groups of 6. Top two from each group, plus the top 2 third place teams, will advance to the Round of 16 of the knockout stages.

The last two potential formats are If Necessary... If we need a format for more than 48(unlikely at this point) then I'll put some up.

44 teams: 11 groups of 4. Top two from each group, will advance to the knockout stages. The top 10 group winners will advance directly to the Round of 16. The worst group winner, plus the 11 group runner-ups, will be placed into a seeded draw to take part in the Round of 22- the six winners will advance to the Round of 16.

48 teams: 8 groups of six. Top three from each group advance to the knockout stages. Group winners advance directly to the Round of 16. 2nd and 3rd place teams advance to a play-in round- where they are randomly drawn to play each other(aka like the RL UCL Ro16 draw, where group winners are randomly drawn to play against group runner-ups).

Scorinating Method

Scorination will be done with the latest presently existing version of xkoranate. We will use the NSFS formula with xkoranate (additive) style modifiers. The ranking system used, of course, will be the official Copa Rushmori rankings(as opposed to the KPB rankings), and RP bonus shall be cumulative throughout the entirety of the tournament. A roster shall be worth up to a full matchday's RP bonus.

Seems like a reasonable bid overall. My preference is for GD over H2H but it's not a dealbreaker and I certainly wouldn't vote against the bid for that reason. Goals for as a tiebreaker is also unusual (in NSS) but it's like fifth on the list so again no real problem.

If we stay at 33 signups you have my blessing to cut SWR first to make it 32.
