Bid for the International Basketball Championships 35


The Basketball Quebec (BQ) is officially submitting their bid to host the thirty-fifth International Basketball Championships (IBC 35).

Quebec and Shingoryeo has hosted and cohosted a variety of events including the World Cup 73 and 77, 2 Baptisms of Fire, 2 Cups of Harmony, 6 World Cups of Hockey, 4 International Basketball Championships and 2 World Bowls, on top of dozens other tournaments he has hosted. Quebec has also assisted in hosting qualifier competitions for the XVI Winter Olympics and the Games of the XI Olympiad.

At the moment, the user behind Q&S is currently the Commissioner and organiser of the NationStates College Football (NSCF) and the International Volleyball Federation (IVF), and oversees the operations of domestic handball and volleyball. In the weeks following the successful completion of IBC-35, Quebec and Shingoryeo will be serving as the Junior Cohost of the Games of the XVI Olympiad to be held in Twin Cities, Quebec; and Prescott, Electrum.

Scorination

As always, I will be using the default basketball function of Xkoranate 0.3.3. This means that the IBO (RL FIBA) rules will take effect all games, with results generally lower than in RL NBA (ICly what various professional leagues use). Style modifiers do not exist on Xkoranate's basketball functions, and will be noted for stylistic purposes by the host.

RPs will be scored on an unstated but generous scale, with the grading criteria based around on how creative and how well written they are, which means that the length of an RP isn't a be all and end all. While relevance to the tournament and the sport would come handy and could serve as a difference-maker in grading aspect, the grading will not be significantly affected by you roleplaying different content (e.g. state of current affairs in Pasarga, Nyowani Kitaran elections, etc). RP bonus will remain cumulative throughout the tournament.

Rosters will also be graded and shall be equivalent to a matchday. The grading will be done based on how the rosters faithfully meet the requirements expected from them- positions, height, home venues, playing style (Style modifiers are not needed) - and additional details, which would come handy for other RPers to come helpful. Graphics are nice additions, but not must-haves.

To maintain consistency with recent tournaments I have cohosted, the rank will be halved for unrostered sides, whose rank will be restored to their original rank after the roster submission. This is to ensure every RPer is able to have their optimal experience, which may be affected with lack of a roster by the opponent, and thus emphasising the importance of rostering to every participant.

Tournament Format

At the time of this post, there are 38 nations. The planned field size will be 40 nations including all three puppets of Gatchingerrak Union, Hannasea and Raspotochje. Under 40-nation field, this IBC tournament will consist of a three-stage proposal with past precedence established by the IBC-31 held in Delaclava:

  • First Group Stage (GS1 - 40 teams): Single Round Robin to be held in 5 different nations (See below section for more information). 5 Groups of 8 teams. Top 4 of each group progresses. The tentative schedule will see 2 double- and 3 single-scorination windows with 48 hours between them: MD1 - MD2&3 - MD4&5 - MD6 - MD7.
  • Second Group Stage (GS2 - 20 teams): Single Round Robin all held in Quebec & Shingoryeo. 4 groups of 5 teams. Top 2 of each group progresses to quarterfinals. There will be 5 single-scorination windows with daily scorination between them.
  • Knockout Round (8 teams): Single-elimination bracket with 3PPO. There will be 3 single-scorination windows with 48 hour intervals between them. Third place match will be played. Classification and placement rounds will be played on the 5th-8th place brackets.

The tiebreakers used will be: 1) Wins - 2) Point Difference - 3) H2H Wins.

My provisional cutoff window for the IBC-35 will be on 2000-2100 EDT (0000-0100 UTC).

First Stage - Venue Bids:

If the bid is successful, the Basketball Quebec (OOCly me) will accept venue bids for nations to ICly co-host the IBC 35's first group stage. Each participating nation, regardless of their pots, will be welcomed to host a venue for consideration, with 4 venues selected to host the first group stage alongside Twin Cities, Quebec and Shingoryeo, which will host Group A.

The selection criteria will consist based on the IC bid itself, that being: the hosting city, the venue information, and whatever else you may wish to put forward (graphics are not must). Whether successful or not, all those who submit the venue bids will receive RP bonus for the MD1, with the overall RP quality taken account before making the decision.
Considering this factor in mind, I will be giving everybody adequate time to put forward a venue bid, with deadline being the day before group stage. When starting off the group draw, the hosting nations of 5 selected venues (myself included) will be placed into their respective group before the group draw (e.g. A-QUE, a Pot1; B-Pot4; C-Pot6; D-Pot2; E-Pot3).

There will be no bids accepted for the second group stage and the knockout round of the competition, as two venues in Twin Cities, Acadie province, Quebec & Shingoryeo, will be hosting the remainder of the tournament. It is also to be noted that hosting of the bids will be strictly IC, with all OOC scorinations (excluding any knockout round matches) done by me.

The Venue Bids process instruction post will be updated in the afternoon/evening. Won't be a long one, but one that I hope will help you guys propose them.

Deadline for the Bid venues will be June 23, with the 1GS draw to be held on June 24.

First scorination window will be this June 27, so you have about 10 days. Barring RL circumstances, the competition intends to be finished on July 17, so right around when the olympic signups are to be closed. Hopefully this provides smooth transition into the Olympics for some of you guys out there.
