We now have 48 signups. If I am elected host I will proceed with the 48 teams currently signed up and anyone signing up after this point will not be entered, even if they signed up before I am elected host. I've bid enough times with workable numbers only to have multiple teams sign up during the voting process, and it always messes up my plans and means the voters don't get exactly what I was bidding for anyway. So, to be clear, anyone signing up after Caplostein would be excluded. The exceptions will be: to fill the gaps created should anyone withdraw; and, puppets (in reverse signup order) making way for non-puppets.

Format

The group stage will be a single round robin 8×6. The top 2 from each group will advance to the playoffs, which will be single elimination. The bracket will be seeded such that teams from the same group cannot meet until the final stage.

All games will be in Schutzenphalia and West Ruhntuhnkuhnland.

Scorination

I will use Kelssek's modified HCL file. Style modifiers will be allowed in a ±4 range. There will be no ties. 3 points for a win in regulation, 2 points for an overtime/shootout win, 1 point for an overtime/shootout loss, 0 points for a loss in regulation. Points will be the first tiebreaker, followed by head-to-head result. If three or more teams are tied on points, the tie will be broken by creating a subgroup of them and ranking them by points in head-to-head matches; then by goal difference in head-to-head matches; then by result against the next-best team; then by result against the next-best team after that; finally by game-winning shot competition (OOC: a scorinated game between them); if after applying a tiebreaker only two teams remain, their head-to-head result is used.

Experience

I previously hosted the 7th World Junior Hockey Championship. This was not, in all honesty, a great tournament, but I have had more success hosting with my other nations Quintessence of Dust, Hannasea, and Græntfjall, between which I have hosted 4 World Cups of Hockey, most recently number 42. I have also hosted a variety of other tournaments in other sports with my various nations.

World Cup clash

I am currently hosting the (soccerball) World Cup as Græntfjall. However, my World Cup qualifying hosting will be over by the time this tournament begins. This tournament would overlap only with World Cup playoffs/finals, which see a much reduced hosting burden. I have hosted overlapping tournaments before on several occasions without major incident. Nonetheless, if you fear overload on my part, you should vote against this bid, as I will not delay beginning this tournament until after the World Cup finals are over.

Co-hosting

I am open to co-hosting. In light of the above, I am also open to helping someone who would scorinate the part overlapping the World Cup. This could be an experienced user or an inexperienced user, I am willing to work with either. In the event no one is interested, I have scorinated big tournaments (such as World Cup of Hockey 42) on my own before and believe and I would be fine without a co-host.

As written, the bid would mean Khacia would not be accepted. However, I think more in keeping with the WCoH policy mentioned in the OP would be to make room for them by removing Raspotochje, so that is the approach I will take.

I don't know where else to ask this but I am interested in having a pre-tournament friendly game against someone, preferably someone ranked in the top 25 but if anyone lower wishes to volunteer then go ahead; I'm afraid that I won't play against any unranked sides due to how high I am in the rankings and how unfair that would be even if my side tries to give the opposition as much of an advantage as possible. I would also like it if I was the visiting side, since Quebec and Shingoryeo and I have arranged another friendly over Discord with me as the home team and I'd rather have a bit of rotation going on. If anyone wishes to take me up on this offer (and I do have someone to scorinate them in mind before anyone asks) then please get back to me by 10pm BST (5pm EDT) tomorrow. First come, first serve.
