The Football Association of the Commonwealth of Baker Park, is happy to announce the opening of entries for the 15th Under 18 World Cup, presented for the fourth consecutive edition by title sponsor RTC of Banija.

The FAC assumed the role of unofficial caretakers of the tournament following the hosting of SWC 11, which was followed by the subsequent collapse of Sporting World Magazine; it continues to be our privilege that regions and nations have remained confident to trust us with the organization of the event that we have won twice, only the second nation to do so.

We welcome all nations of the multiverse to express their intent of sending a team made up of players who will not reach their 19th birthday until the conclusion of the tournament. All-male, all-female, mixed gender, non-binary, single or mixed sentient beings/species—makes no difference to us. Just reply to this post and say "we're in!" (or something else approximating that sentiment).

The U18WC, like its cousin the Di Bradini Cup/Under 21 World Championship, is an excellent introduction into the NS football/futbol/soccer amalgamation of events. Many nations have used the tournament(s) as a springboard to greater achievements regardless of whether they claimed the trophy or not, while a few have famously won the trophy on their debut to multiverse play (Baker Park included, as well the winner of our own hosting turn, Vdara).

Also, this is the appropriate forum for expressing interest in submitting a bid to host the competition in your nation; under FAC control of the preliminary phase, the previous host has the right to accept any bid it wishes, and can also ask for the advice of other previous hosts. There is no public vote--the choice of the previous host in consultation with the FAC is final.

Currently, the timeframe for the start of the event will be contingent upon the schedule of the various regional tournaments; i.e., it will not happen until close to the conclusion of those, as the U18/U21 is traditionally regarded as the beginning of a World Cup Cycle.

All questions should also be directed to Baker Park in this thread, which will revert to being the OOC discussion thread once a host is chosen. (Or to BP via TG or Discord if you wish.) Previous hosts of this tournament are also free to answer general questions.

U18WC15 Host Bid - Tumbra

The Tumbran Footballing Federation is proud to present its bid for the 15th Under-18 World Cup.

About Tumbra

Tumbra is a sprawling, modern federal republic located in central Esportiva, bordered by Damukuni to its west and the Hinodejin Empire to its north. To its east, separated by the Strele Strait, is South Newlandia. Tumbra has participated in the two most recent editions of the U18WC, winning on its debut in the 13th edition and finishing 3rd in the most recent edition. Its largest cities are Couno, Serrapince and Straton; and most cities have stadia with capacities over 40,000, which will be used to host matches. Tumbra also has high-speed rail along with several airports which facilitate travel throughout the country.

Hosting Experience

OOC wise Tumbra the user has hosted the 17th edition of the Campionato Esportiva before their hiatus, and are trying to dip their toes back into hosting with this bid.
IC wise this will be Tumbra's first major hosting event.

Format

With 24 nations already signed up, Tumbra seeks to welcome between 32 and 48 nations to its shores. The format for each is presented below.

32: 8 groups of 4, with the top 2 (16 countries) progressing to a single-elimination bracket.
36: 6 groups of 6, with the winners and runners-up of each group proceeding on to the second round, along with the four best third-placed finishers.
40: 8 groups of 5, with the top 2 (16 countries) progressing to a single-elimination bracket.
44: 11 groups of 4, with the ten best group winners receiving a bye to the round of 16. The group winner with the worst record would enter a playoff round with all the second-placed teams to determine the other six teams entering the round of 16. I am putting this here as a giant "IN CASE OF" needing to host this tournament with 44; otherwise I would attempt to avoid this format.
48: 8 groups of 6, with the top 2 from each group heading to the round of 16.

In the cases of 32, 40 and 48 nations the knockout rounds would utilise the traditional order of knockout rounds. (A1 vs B2)
In the cases of 36 or 44 nations countries would be seeded according to their finishing positions, with tiebreakers explained below, before the round of 16 (1v16, 2v15, etc.)

Scorination and tiebreakers

xkor 0.3.3, SQIS, additive style mods with the full range (-5 to +5) being allowed. RP bonus will be added directly to rank, will be cumulative and non-degrading. RP bonus will be generous, and the posting of a roster will guarantee one full day's worth of RP bonus.

Cutoffs will be every 48 hours, along with an extra rest day between the group stage and knockout round. However, should there be a need for a playoff round, there will be a 48 hour gap from the last day of the group stage to the playoff round, and then a 48 hour gap from the playoff round to the round of 16 match, with no extra rest day.

From first to last tiebreaker - points, H2H points, goal difference, H2H goal difference, RP bonus, IC coinflip (scorinated match).

Should there be a case where three or more countries are tied the criteria will be applied to all three teams until one wins the tiebreaker. The criteria will then be applied from the top to break the tie between the remaining teams.

Other information

The user behind Tumbra will try their best to have a third party scorinate all of their games, with full credit given as appropriate.

The user behind Tumbra would also prefer if this bid was put up to a vote of all nations signed up for the tournament.
