Cup of Harmony 80 - The Grearish Union and South Newlandia

Grearia national information
Grearia (or the Grearish Union) is a south Esportivan nation sandwiched between the nations of South Covello to the East and San Jose Guayabal to the west. It is bounded by the Barbosa Sea to the south and the Strait of Santaguerra in the north. The government has recently switched to a bicameral legislature in the second Republic. The ‘Big 7’ Grearish cities are Atheburn (capital), Forsho, Plibury, Edgenorth, Salvador, Urdsall and Colk. All of these metros have international flight facilities, while the port city of Forsho serves as the primary sea port (alongside other smaller ports like Shipsaeven, Paethsmouth and Sjalfstead). Citizens are known to be patriotic, but love a good bottle of Omersk beer. An aspect to note for tournaments hosted in the country is that the Police Forces follow a strict ‘no-hooliganism’ policy and it is mostly strictly enforced. The country mostly sees a temperate oceanic climate, while the Antane mountain range features quite the frigid climate. Football isn’t the most popular sport by any means, and the nation does not have a top-tier organised league. Cricket surpasses all the other sports in terms of popularity, with the most extensive domestic sport structure. Rugby and tennis follow suit very closely. The government is trying to change the participation in football in the country for the better, as a market of 90 million is beyond doubt a very lucrative opportunity to make some quick cash.


South Newlandia national information
South Newlandia is a small island in Esportiva and has about four million inhabitants, making it one of the smallest Esportivan countries. South Newlandia is allowing their citizens and non-citizens a lot of rights and opportunities, except if you want to open a business. Additionally, the government is providing lots of funds for the environment, healthcare and education, thanks to high taxes, especially on rich people. Most of the inhabitants are atheist, but everyone is free to follow their own religion, as long as it is not harmful to other people in the country. The climate is usually fairly warm, but not too hot, and weather extremes are rare. One thing to note are the anti-drug laws in South Newlandia, banning the sale of all drugs, including alcohol and nicotine, while consumption and import remains legal. Football remains the most important sport in South Newlandia, with the South Newlandian Soccer League growing in popularity and the country having recently qualified for World Cup 87, as well as having hosted the 28th Campionato Esportiva. The biggest cities in South Newlandia are Elephant Valley near the West coast, also the capital, Newport on the East coast, Walstreim near the Southeast coast, and Ratzupalfu near the centre of the country.


Invitation process
Potential entrants will be judged on the quality and quantity of their RPs, but a roster and four RPs should be considered as the minimum entry requirement (although not a guarantee). We are hoping to have an ideal maximum of 64 participating teams, but we would be willing to invite even more teams if necessary. Teams would be accepting their invitation by posting a roster in the Everything Thread. Our primary aim is to have all deserving teams at the Cup of Harmony.


Format
Due to the nature of the Cup of Harmony, (and the way we would be processing invites,) formats may vary based on the number of participating teams. All groups will be evenly sized, and we would prefer to have an uneven number of groups (e. g. 9 groups of 6) over uneven group sizes (e. g. 12 groups of 5). We would consider group sizes between 4 and 6 teams per group, scorinated as a single-round-robin on individual matchdays 48 hours apart. The knockouts would start with either a Round of 16 or a Round of 32.
The tiebreakers used for the group placements and the knockout seeding will be, in that order, group placement (seeding only), points, H2H result, H2H goal difference, goal difference, IC coinflip (socrinated game counting only RP Bonus), OOC coinflip. If a tie between multiple teams must be broken and one team wins the tiebreaker at any stage, while the remaining teams are still tied, the tiebreakers start at the top of the list again to break the tie between the remaining teams.


Scorination
We would be using xkoranate to score the games, with the SQIS formula and additive style mods. We will input the bonus directly in the “ranks” function of xkoranate. The RP bonus will be cumulative throughout the tournament. Cutoff times will be, most likely, between 7 pm UTC and 8:30 pm UTC for games scorinated by South Newlandia, and 6 am UTC and 7:30 am UTC for games scorinated by the Grearish Union.


Miscellaneous
  • Teams that played against each other in the group stage will only be able to play against each other starting with the second knock-out round.
  • The co-hosts will not be scorinating their own games.
  • If possible, the Cup of Harmony will be played on the off-days of the World Cup proper.
  • Teams may be moving between South Newlandia and The Grearish Union between the group stage and the knockouts.

Host experience
South Newlandia has previously hosted the 28th Campionato Esportiva, the 12th International Baseball Slam (with Tikariot), and the 51st World Baseball Classic (also with Tikariot.)
The Grearish Union has previously hosted the 6th NSRB Rugby Sevens World Cup, the 13th GCF World Twenty20 (Cricket) Championship and an NSTT Salvador Hills Open Tennis.
Together, we have been handling the scorination of the Campionato Esportivano di Campeones for the two most recent cycles.

Small q about

All groups will be evenly sized, and we would prefer to have an uneven number of groups (e. g. 9 groups of 6) over uneven group sizes (e. g. 12 groups of 5).


There might be a good reason for this, but I'm not sure which it is?

And with an unequal number of groups, you definitely end up with uneven progression - by example, in the 9 x 6 scenario: 16 teams mean 7 2nds who qualify, 24 teams means 6 3rds who qualify, 32 teams in knock-outs means 5 4th who qualify. How would you organize those? Based on play-ins or rather on points in the group stage?

Edit: This just as a question for clarification and no remark on their competence or the value of this bid - I believe both bidders are relatively new to the hosting game, but I've only had positive experiences with either.

Briefly looked through the bid. First questions that came to mind is:
1) Are there any numbers and formats that you have in mind as "optimal" formats?
2) When will the hosts use a Round of 32 as the first knockout round?
3) I noticed that this bid remains open to inviting more than 64 entrants. What are the considerations the bidders will make in making such a decision, considering that many users are particularly wary of long tournaments?

Let me give a hypothetical situation:

Say in the end, 58 teams accepted their offers. 58 isn't the best of numbers, since 58 is 29 * 2. You could cut it to 56 with 14 groups of 4. Or up it to 60 (by throwing in 2 puppets, inviting two more guys, etc.) to make 10 groups of 6. What would be your preference? Or might you even create uneven groups to deal with this situation?

Also, will the host use the same metric to determine if puppets (including the hosts ones, but I don't remember either of you having one) deserve an entry into the CoH?
