Yes, I'm thinking of hosting.
Going to be honest with you, no, I don't want to co-host. Nothing personal towards you, but it's based off past experience.
My advice would be to start off smaller with a tournament that's not a world cup. One that's just for fun, not for ranking bonus and would show off you can work a scorinator and do your other hosting duties, well. Perhaps a rugby 7's tournament or something in another sport altogether? Maybe in a couple months I'd even be willing to advise you on a tournament, but I'm not interested in doing that at the moment.

The Host

Hutanjia is a tropical archipelago in Wishtonia. We are an ethnic Polynesian people with a vibrant culture, both national and tribal. There is a lot of history in these isles with multiple colonizers from nearby Teremara, as well as native kingdoms and republics of different ideologies. Hutanjia was originally a kingdom, then it was conquered by the Gauls, then taken over by the Anglo Empire, then once again an independent kingdom, until its current iteration as a democratic republic today.

There was a very violent war, known both as the Hutanjian War, and the Cardwithian Struggle for Independence, but more simply, The War, which was cataclysmic for much of Wishtonia. Relations between The Cardwith Islands and Hutanjia are somewhat hostile, but a treaty has been in effect over the last 5 years and the only actual ongoing hostilities between the two nations are due to a low level insurgency on the Hutanjian island of Nesselberg that is supported by the Cardwithians.

Hutanjia has done its best to recover from the War and rebuild. Over the last couple years they have made great strides in normalizing relations with the rest of the region and other nations beyond Wishtonia by building on trade agreements, and having lots of diplomatic and cross cultural exchanges. Hutanjian economy and industries are booming now due to both job growth and foreign investment. Hutanjia is a big exporter of raw resources.

The Republic of Hutanjia has encouraged participation in international sport by national teams and individual athletes. Rugby union is probably the most popular sport in the nation, with rugby league and football/soccer close behind, along with some boating sports. Hutanjia has been building up and saving for hosting a World Cup class event for a long time and now they see their chance.


Format

We currently have 32 signups.
Possible permutations based on numbers at the end of sign ups:

32 teams -> 8 groups of 4 teams -> best two from each group advance

35 teams -> 7 groups of 5 teams -> best two from each group advance + two best 3rd placed teams

36 teams -> 6 groups of 6 teams -> best two from each group advance + four best 3rd placed teams

40 teams -> 8 groups of 5 teams -> best two from each group advance

42 teams -> 7 groups of 6 teams -> best two from each group advance + two best 3rd placed teams.



Tiebreakers

1. Overall points (win = 4, draw = 2, loss by less than 7 pts = 1, loss by more than 7 pts = 0)
2. Point differential
3. H2H
4. Wins
5. Coin toss


Scorination

Xkoranate 0.3.3. with SQIS' Rugby Union formula will be used. RP bonus will not degrade. Modifiers between -5 and +5 are allowed.


Puppet Policy

- Puppets are not to be drawn against their master nation in the group stage. After that, during playoff stages, all bets are off, but I’ll do my best to avoid it.
- One puppet per person, as always. That is NSS convention and there’s no reason to go against it now, especially with the ample numbers signed up.
- If a team has to be cut to make for a nicer number, puppets will be the first to go, according to the last in, first out principle. The host, however, even though a puppet, will not be cut for reasons that should not need to be explained.


Experience

I have co-hosted the Rugby Union World Cup once before (21st Edition), with my main nation of Neu Engollon and the assistance of Buyan/Some Village. Overall, it was a very smooth tournament.
Also as Neu Engollon, I host the NSRB Sanctioned AVBF Rugby 7s Tournament on an annual basis.
I helped with one RLWC with a new player as main host and some of you may remember that didn’t go so well, but that’s been years and I’ve learned a lot since then. One big lesson: don’t co-host with new players without a clear and detailed plan set up ahead of time, including a clear line of communication.

Therefore, the 17 members of the NSRB Union section, listed below, have the choice to either ACCEPT the bid made by Hutanjia, or REJECT it and re-open the bidding process. With 4 votes FOR and 0 votes AGAINST, Hutanjia's bid is unanimously approved. Their tournament is now in their hands.

Thank you, Darmen/Tanamera. By my count we're at 37. With that, I'd like to put Alice Bay (last puppet before Hutanjia) and any future sign ups on the wait list, pending a few things:

1. We reach 40, then I will call for a cut off at that point.
2. We get no more sign ups and I cut down to 36 for even group numbers.
3. We get some CTE's or drops, thereby allowing numbers to even out.

In the meantime, I'm putting the finishing touches on my OP for the Everything Thread. Really all I'm lacking is the final number for pot and group draw. Also figuring out the starting point for the schedule. I'm going to give it five days for us to get to 40, with a cut off on 13 November at 1700 US ET.
