Yup, as Squidward I mean Squidroidia said, only nations residing in Esportiva at the time of signups thread creation and nations which have been a significant part of the region (who should be in the region at the moment) are eligible to enter.

DOn't worry though, IAC signups are still open (I think) for those nations not part of the the three mentioned sporting regions.

South Newlandian bid for the 28th Campionato Esportiva

IC Information:
South Newlandia is a small island in Esportiva and has about four million inhabitants, making it one of the smallest Esportivan countries. South Newlandia is allowing their citizens and non-citizens a lot of rights and opportunities, except if you want to open a business. Additionally, the government is providing lots of funds for the environment, healthcare and education, thanks to high taxes, especially on rich people. Most of the inhabitants are atheist, but everyone is free to follow their own religion, as long as it is not harmful to other people in the country. The climate is usually fairly warm, but not too hot, and weather extremes are rare. The football team of South Newlandia, nicknamed the Elephants, has participated in the last two World Cup cycles, the most recent CE, and some other tournaments in baseball and soccer. Despite the fact that South Newlandia has not been around for long in international sports, South Newlandia believes to be ready to enter the big stage that is hosting football. The biggest cities in South Newlandia are Elephant Valley near the West coast, also the capital, Newport on the East coast, Walstreim near the Southeast coast, and Ratzupalfu near the centre of the country. South Newlandian football stadiums are typically rather small, with only one stadium over 20.000 seats so far. Because not all fans might be able to watch the games live, there would be government-organized places for fans to watch the game together outside of the stadium on the big screen in the cities.

Format:
I prefer a short, single round-robin group stage for the Campionato, with the usual 48 hours between scorinating one match, with a single-elimination bracket afterwards. Likely formats would be:
24 signups: 6 groups of 4, top two and four 3rd placed teams reach the knockouts.
28 signups: 7 groups of 4, top two and two 3rd placed teams reach the knockouts.
30 signups: 5 groups of 6, top three and best 4th placed teams reach the knockouts (in this case, MD1/2 and MD3/4 would be scorinated together. I do not like this format, and I would only use it if absolutely none of the others are possible)
32 signups: 8 groups of 4: top two teams reach the knockouts. (this is my preferred format)
It seems unlikely that we reach significantly more than 32 signups, but I will make more signups work as well, if necessary. Depending on the final signup number, I might remove one or more puppet nations, or add one myself.
All games, including group stage games, would be played in South Newlandia. My tiebreakers would be, for both seeding and group placements, in this order: Group placement (only for seeding), points, H2H record, goal difference, RP Bonus (IC coinflip), OOC coinflip. The single-elimination bracket would see no re-seeding in between rounds.

Scorination and RP Bonus:
Scorination will be done with the current version of xkoranate, with the NSFS-formula and additive (xkor-style) style mods. RP Bonus will be imput directly into the “Ranks”-function of xkoranate. This RP Bonus would not be made publicly available, but on request, users would be able to find out about their own received bonus only, similar to how it has been done for the most recent CoH.
All games with South Newlandia participating, including group stage games, would ideally be scorinated by a third party. RP Bonus would also be cumulative throughout the entire tournament. Cut-offs will likely be between 7 pm UTC and 8:30 pm UTC; which would be 3 pm and 4:30 pm EST, and would be happening every second day.
For the RP Bonus weighting, I would stay close to the values Riena used for the most recent edition. I felt like that weighting did a good job rewarding roleplays while also giving the higher-ranked teams a decent advantage. Therefore, RPs would be rated out of 2.5 ranking points, while rosters would be rated out of 3.5 ranking points. There would be one key difference, however: There would not be a roster penalty, but a roster bonus instead. Every nation submitting a semi-coherent roster would receive 2.5 ranking points on top of their roster bonus (graded out of 3.5), no questions asked. In a nutshell, this is basically identical to a roster penalty of 2.5, only reversed, but has one advantage that I find important: Unranked nations without a roster cannot be hit by a roster penalty. For example, if a team ranked at 2.5 and 0 points both fail to submit a roster, they would have the exact same rank in the scorinator with a roster penalty in action. I don’t like that.

Host experience:
Yes, I am an inexperienced host. I do have a domestic newswires where I scorinate different sports, including football, of course. I have been scorinating international friendly matches occasionally, and have been a third-party scorinator before. Right now, I am hosting the 12th edition of the International Baseball Slam together with Tikariot. We have 32 signups at the moment, and I plan to run with the usual format of 8 groups of four for this edition. Signups will stay open for about 30 more hours, and new main nations signing up will be given priority over puppet nations (specifically, I’d love my puppet to be replaced by another nation, whether it is a main nation or a puppet). Despite the fact that signups remain open, I will open the Everything Thread very soon (within the next hour, hopefully), so you all have enough time to get your rosters and RPs in.

I hope to conduct a live group draw on the NationStates Sports Discord on the 3rd, at my usual cut-off time. The first scorination day will most likely be the 7th.
