NEW DRAWK AWAITS: Newmanistan-Drawkland World Cup 86 Bid

Introduction:
Want some sky blue, but want to go big? As in Drawkland big? It’s not Rocket Science! Come to New Drawk, because if you make it here, you can make it anywhere! Newmanistan and Drawkland are proud to come together and bid for the coveted 86th World Cup. We have come off an incredible World Cup 85, where the roleplay record was not only beaten, but it was shattered. Let’s move forward off of that, and have ourselves a great World Cup!
Who are the potential hosts?:
About Newmanistan: The Empire first participated in World Cup 40 and won the Baptism of Fire prior to its attempt to qualify for that Cup. It has gone on to win the Cup of Harmony on three occasions, though has struggled to qualify for the World Cup more often then not. That has not stopped the fanbase from being sports-crazed, as the Empire participates in most of the major sports that are offered. There is no nation more successful in the World Baseball Classic then Newmanistan, having won it six times. Many top notch facilities will be offered, including the prestigious Tundra Falls Proving Grounds, which is where the final would be played.
When not following sports, Newmanistanian citizens enjoy life in a nation with a powerful economy and an Emperor (Michael V) who rules with a fair hand. Newmanistan, located in Esportiva, is a modern nation with something for everyone, and is always welcoming towards tourists.
About Drawkland: Drawkland didn't enter the World Cup until much later, entering in Baptism of Fire 64 and qualifying for that very World Cup. The following qualification streak was unprecedented (up until a certain Commonwealth stole the thunder a few cycles later), but the World Cup results themselves left a little to be desired. In other sports, Drawkland has been much more successful. Like Newmanistan, Drawkland participates in most other major sports, and has some titles to show for it. Drawkian fans are always hyped no matter the sport, and come out in droves no matter the matchup. The venues are some of the biggest and best in the multiverse, and World Cup 86 nations will be welcomed to them with open arms.
Outside of the sports realm, Drawkland also dominates the planet/region of Sonnel both economically and geopolitically. Led by the immortal Drawkionel Iarocav and his 4 fellow Drawkionels, Drawkland has enjoyed a long and deep timeline of storied history and beautiful culture. We know many people have never traveled to another world, and Drawkian tourists are always more than happy to show tourists the ropes.
Hosting Experience:
While both nations in this bid are well-experienced and worthy of being called a senior host, that distinction falls on Newmanistan.
In football (Soccer), Newmanistan has co-hosted World Cup 49, three Cups of Harmony (33, 35, and 39), as well as Campionato Esportiva 25.
In baseball, Newmanistan has been an active host of the World Baseball Classic, doing so in editions 8, 11, 14, 19, 38, 44, 46, and 49. Other hosting ventures include World Bowls 1, 2, 5 and 35; International Basketball Championships 24, and World Cup of Hockey 10.
Newmanistan’s most involved hosting effort is actually the running and organizing of NSSCRA, which in the current era has run for four seasons. (6-9). Newmanistan has also run and organized multiple editions of the NSCAA Basketball competition.
While Drawkland is designated as the junior host for this tournament, this is not to say they aren't an experienced and competent host.
The Drawkians have played host to every event in the World Cup Cycle, specifically World Cup 79 (with Ceni), Cup of Harmony 70 (with Eshan), and Baptism of Fire 65 (with Spaam). They've also hosted the Independent Associations Championship, edition 7 (solo).
In the other major tournaments, Drawkland has hosted World Bowl XXIX (with Frenline Delpha), International Basketball Championships 21 (with Royal Kingdom of Quebec), and World Baseball Classic 48 (solo).
Several miscellaneous competitions have been hosted by Drawkland. For a small sample, consider Handball World Cup 18, International Cups of 7ball 1 and 2, and the perennial hosting of at least one NSCF and NSCAA conference per edition.
The Format:
Read... my.... lips: No... uneven.... groups.
Now, with that out of the way, let’s get to the format. To start, we will also be hoping to have the sign up thread not be up for ages. However, we’re not going to put a timeline on it because we cannot control that until after we would have been named hosts.
As for groups? You will be playing in even-sized groups. Absolutely, don’t worry about that. We will be looking to work with a structure of 15 groups, because is the ideal way to do it. However, that might not be the reality, so we will go to structures that have more then 15 groups and therefore have the playoff.
Here is something that Drawkland and I each like: The 18 groups format. This sends all group winners to the World Cup. It also is not going to subject all second place teams to a playoff. Second place teams who also dominated their group can also clinch their ticket without a playoff if they were one of the six best second place teams. The other 12? They are in the playoff. If we limit group sizes to 10, this accommodates 182 signups. That is similar, but lower then what we had in World Cup 85. Since we are not going to have the signup thread up for as long, and because the “Drew Durnil” newbie explosion may not happen again, we feel it is probable that we will not have as many signups this time around, though the number could still be high. We’re not ruling out 20 groups as an option, and we could do 20 groups of 10 as well. But 15 or 18? Those are the targets. Did we say, no uneven groups yet? Absolutely, no uneven groups.

Don’t want to get burned out? Don’t want to feel as though every day, you have to wake up and turn out a World Cup roleplay? Want to focus on another competition for a day? Yeah, many of us can relate to that. With this bid, scorination is done every 48 hours, two matchdays at a time. Every time we cut off. Let’s make this happen, and be excited, but don’t feel obligated every day. Life happens.
With that scorination, we are going to use the trusty xkoranate, version 0.3.3, and the NSFS formula. Additive style modifiers will be used, from -5 to +5.
Tiebreakers used will be head to head results, first, including H2H goal difference. Then overall goal difference, and wins. After that, cumulative RP bonus attained by the nation as the final tiebreaker (in character, this is a coin flip).
RP and Roster Bonuses:
We will be generous, but perhaps traditional in this regard in the amount of RP bonus that is awarded per day. The bar of RP bonus will be cumulative throughout qualifiers. No eliminating anything that you earned during the tournament. As for rosters, a rosterless penalty isn’t really a bad idea but we’re going to be positive about it. What we will do is give those who provide one a roster bonus that will be significant and likely more then has been provided in the past. Additionally, for every matchday that a nation is late in posting their roster, the eventual roster bonus in which they would have received, will be reduced by 10%, to a maximum of 50%. We are willing to consider, but are not ready to commit right now to public RP bonus by also allowing our google sheet to be visible. Don't worry, we will post the roster thread within 48 hours, tops, of being named hosts, so there will be plenty of time to submit the roster.
The RP bonus carryover dilemma:
There are lot of you out there who don’t want this. We get that. There are lot of you who do want this, and want a good amount of it. We’re going to compromise here and give you a little bit. You do get a rank update after qualifiers, and that can fairly be consider the real carryover for RP bonus. We’re going to extend a little bit of this. It won’t be a big deal, but it will be present.
