Græntfjall Handball World Cup 22 Host Bid

Format

Because we won’t be using ranks, we’re proposing a slightly expanded format.

All nations will be drawn into groups of equal size and play a double round-robin, home and away, at their respective national arenas.

The top 2 from each group will then proceed to the finals, in Græntfjall, where they will be seeded into two groups and play single round-robin. Those groups will produce the final selection for the ranking playoffs, single-elimination.

The reason for this format is to give time for RP bonus to take effect. An unranked single round-robin group stage would probably produce too much randomness.

I am not currently in control of signups, and won’t be unless elected host, but at present we have 22 valid signups. 24 would be an ideal number. If we reach 23 but can’t reach 24 in timely fashion, I will enter a puppet. If we pass 24, I will wait until we reach the next convenient number (or the next convenient number – 1, and enter a puppet, if a further signup is not timely) to ensure equal group sizes.

Scorination

xkoranate 0.3.3. No style modifiers. No ranks used, because they were not produced after HWC 21 (that I have seen, or have access to, anyway) and because HWC 21 was so long ago. Instead there will be a high daily RP bonus available. The host will earn an averaged bonus in lieu of RP bonus. Scorination will be daily, save that I may allow one or two breaks in schedule. I aim to conclude scorination prior to the NS Summer Olympics beginning. There will be a few lead-in days before the tournament begins, during which time I will scorinate friendlies to a max of 2 per nation.

Roleplay context

Græntfjall is a not particularly well established nation in NS Sports canon, but hopefully the first half phase, which will take place in representative nations, will obviate any such difficulties. When the tournament moves to Græntfjall proper, teams will find themselves in the Rushmori Alps, in a nation whose people, of Scandinavian descent, are happy and friendly, albeit generally more drawn to field hockey and alpine skiing than handball. Græntfjall has a lively domestic handball league played among various city sports clubs.

Each day, when scorination cut-off is posted, I will provide a small RP about current events in the nation to provide additional RP fodder. Each group will be furnished with details of the city in which they will be based. In any RP-heavy tournament such details are necessary, especially for teams drawn against rosterless or low-detail or simply incompatible opponents. Prior to the final and 3PPO, a “Team of the Tournament” selected by Græntfjall sports media will be posted.

Who are you and what experience do you have?
Ethane:
Ethane is a nation of about 15 million people located in North-West Esportiva. Much of the population lives in urban areas, particularly New Sarum (the capital and seat of Government) and Swanmouth. However, there are a number of smaller towns and cities, and there are some people living in the rural parts of the nation as well. Ethane has a strong economy primarily driven by the technology sector, although the nation's sports, media production, and developing weaponry industries also symbolise the great success of the Ethanian economic system.

The nation is well known for many things, including its multiple sporting appearances in the likes of the World Baseball Classic, and the World Cup, and its performances in the Worldvision Song Contest and the World Hit Festival. However, it also holds a number of tranquil national treasures, such as the Isle of Lowe providing a serene, natural beauty with a variety of mountains and lakes, and the two sets of mountain ranges in the centre of Ethane with the wondrous countryside surrounding it. Additionally, surrounding Ethane are a number of smaller islands which provide amazing natural habitats and beautiful holiday sites focused on nature and beaches. However, the main beach and nightlife scene is in New Sarum and Letson; both are located along the south coast.

Ethane has hosted the 30th World Bowl, the 22nd International Basketball Championships, the 69th and 71st Cups of Harmony, the 69th and 72nd Baptisms of Fire, as well as numerous other sports ranging from Gaelic Football to handball, hockey to tennis. We also have our own domestic sports newswire.

Sylestone:
Sylestone is a tropical island nation, located in the Independent region of Lardyland. It houses its 25 million people in cities such as Avondale (the capital), Chamberley, Betham, Cleorough, Halpenley and Pesfield, which all hold at least one million residents. Sylestone's economy is driven by the tourism industry, as many people flock to look at Sylestone's beautiful beaches, rainforests and reefs. However, you are warned that Sylestone holds many dangers, including mysterious waters and vicious animals.

Sylestone hosts its own regional soccer cup and could be hosting a minor soccer tournament sometime soon. It also has a major domestic sports system (own domestic newswire). Sylestone has not yet hosted any big events yet, but its citizens will be wanting a tournament sometime soon.

Scorination:

OK. I won't be re-bidding as with holding another vote there now would not be time to run the format I favor prior to the Olympics beginning.

But, I am willing to have a go at calculating rankings. The formula FR mentioned is fairly simple. I used to do the rankings for the IBC (a long time ago!). But having no actual authority to do so I will hold off on promulgating them.

Northwest Kalactin:

Northwest Kalactin is a nation of 20 million people and the nation has many major cities with hockey teams in them. The largest cities are Gold Coast, Coffs Harbour and Kempsey the capital with the largest city in the nation being Gold Coast. The climate is hot with the summer temperatures getting up to about 110 Fahrenheit at the highest and winter temperatures falling to around 50 at the lowest. The nation is host to many domestic sports leagues across many different sports including hockey, soccer, basketball, rugby and many more.

The nation is ruled by a democratic government that has 2 different legislature departments, the upper house and the lower house. The current prime minister in Vincient Montiel, a man from humble beginnings in Gold Coast, the capital.

The Nation’s National Handball team has been a largely respected one over the past World Cups, making it to the third-place game of HWC 20, and winning Olympic Gold at the 13th Summer Games at the handball event. After a disappointing group-stage exit in HWC 21, they hope to once again become one of the world greats at the event.

Maccian:

Maccian or the Lone Wolf Kingdom is a fairly large nation in the region of Atlantian Oceania with a population of 109 million. The nation is mostly filled with forests with an extremely low average elevation. The only mountain in Maccian, Mt. Corosila is situated in the province of Amforvet. The climate in Maccian is quite temperate, however, Maccian is very rainy all year round. King Timofeé I is the ruling monarch and under his rule sports have received unprecedented levels of funding. There are 14 provinces in Maccian, with some such as Amforvet, Meissyata and Bisonua being quite unique from the other provinces however there is still a shared universal culture between all Maccians.

Handball is quite a popular sport among South Toronton refugees in Maccian. Amateur clubs are found mostly in the provinces of Brosskten and Bisonua which have the vast majority of these refugees. Although handball isn’t a very popular sport such as football or basketball there are still many players who play recreationally. Winning the rights to host the Handball World Cup 22 will allow increased funding for those players who are talented enough to pursue the sport they love and one day even play professionally.


Scorination and RP Bonus:

So what scorinator will you be using?

Maccian will use the classic xkoranate application as his scorinator. Northwest Kalactin is unable to run the program, so he has recompiled the source code of NSFS with the necessary changes to run multiple other sports on NSFS3, including the xkoranate formula for Handball.

Why is Northwest Kalactin not using xkoranate?

Northwest Kalactin’s OS is unable to run xkoranate, thus he has decided to use NSFS3. This may be a dealbreaker to some due to the logistics of scorination and we both acknowledge this. Maccian and Northwest Kalactin have both experimented with scorination together using NSFS3 so any issues regarding scorination can be quelled.

We will use the most recent Handball World Cup ranks that have been provided. As we have observed, the public RP grading system successfully worked during multiple competitions as of late and so we have decided to implement it once again. A google sheet will be available with the RP grades for each nation every single matchday. This level of transparency is to ensure that you as potential participants are able to trust our ability as hosts so that this tournament runs as smoothly as possible.

A cumulative RP grading system will be used, with RP Bonus being generous and rewarding to nations that RP well. This will allow new nations participating to be able to compete with top sides by the end of the group stage, provided they RP both consistently and to a high standard.

Format

24 Teams: 6 Groups of 4, top 2 in each group make playoffs
28 Teams: 7 Groups of 4, top 2 third-place teams make playoffs

This is, of course, ideal, so if more participants were to sign up, we would be able to adjust the format of the tournament accordingly.

Experience:

Both nations in this bid are rising forces in sports, each trying to gain vital experience in hosting tournaments of a large capacity.

The Olympics has a handball tournament. The hopes of getting this tournament done before the Olympics seem unrealistic now. Have either of you considered delaying the hosting until after the Olympics? Or is potential overlap not an issue?

Not an issue; Some other tournaments, including possible WCC events, which are also in the games will be going on. People want to start the competition up after bids were re-opened, and we plan on giving folks the fastest start possible.

Northwest Kalactin is a nation of 20 million people and the nation has many major cities with hockey teams in them. The largest cities are Gold Coast, Coffs Harbour and Kempsey the capital with the largest city in the nation being Gold Coast. After a disappointing group-stage exit in HWC 21, they hope to once again become one of the world greats at the event.

Maccian:

Maccian or the Lone Wolf Kingdom is a fairly large nation in the region of Atlantian Oceania with a population of 109 million. The nation is mostly filled with forests with an extremely low average elevation. The only mountain in Maccian, Mt. Corosila is situated in the province of Amforvet. The climate in Maccian is quite temperate, however, Maccian is very rainy all year round. King Timofeé I is the ruling monarch and under his rule sports have received unprecedented levels of funding. There are 14 provinces in Maccian, with some such as Amforvet, Meissyata and Bisonua being quite unique from the other provinces however there is still a shared universal culture between all Maccians.

Handball is quite a popular sport among South Toronton refugees in Maccian. Amateur clubs are found mostly in the provinces of Brosskten and Bisonua which have the vast majority of these refugees. Although handball isn’t a very popular sport such as football or basketball there are still many players who play recreationally. Winning the rights to host the Handball World Cup 22 will allow increased funding for those players who are talented enough to pursue the sport they love and one day even play professionally.


Scorination and RP Bonus:

So what scorinator will you be using?

Maccian will use the classic xkoranate application as his scorinator. Northwest Kalactin is unable to run the program, so he has recompiled the source code of NSFS with the necessary changes to run multiple other sports on NSFS3, including the xkoranate formula for Handball.

Why is Northwest Kalactin not using xkoranate?

Northwest Kalactin’s OS is unable to run xkoranate, thus he has decided to use NSFS3. This may be a dealbreaker to some due to the logistics of scorination and we both acknowledge this. Maccian and Northwest Kalactin have both experimented with scorination together using NSFS3 so any issues regarding scorination can be quelled.

We will use the most recent Handball World Cup ranks that have been provided. As we have observed, the public RP grading system successfully worked during multiple competitions as of late and so we have decided to implement it once again. A google sheet will be available with the RP grades for each nation every single matchday. This level of transparency is to ensure that you as potential participants are able to trust our ability as hosts so that this tournament runs as smoothly as possible.

A cumulative RP grading system will be used, with RP Bonus being generous and rewarding to nations that RP well. This will allow new nations participating to be able to compete with top sides by the end of the group stage, provided they RP both consistently and to a high standard.

Format

Host bidders announcement:

Seeing as they are 30 sign-ups to the HWC 22 as of writing this post, we have decided that we will cap the number of signups at 32 should we win this host bid.

The new proposed format is much like the previous edition of this tournament.

-Both groupstages will be single round robins.
-8 groups of 4 for the first group stage. Top two teams from each group will progress into the second group stage.
-4 groups of 4 for the second group stage. The top two teams will progress into the quarterfinals, the knockout phase of the tournament which will end with the final and the third place play-off.

Glad to see another bid. With two bids submitted to host the Handball World Cup, I'm announcing that any further bids must be submitted by midnight UTC on the 2nd August. This gives a day to get remaining host bids in.

Welcome to the North - Savojarna HWC 22 Host Bid


The Savojar Handball Federation (SHFB) and the Savojar Sports Authority are proud to announce that they will bid to host the Handball World Cup 22 in Savojarna. The country of Savojarna has a long tradition of handball, and it is generally considered the third-most popular team sport in the nation, behind football and ice hockey. In the Northern Provinces of Norderholmen and Ejana, it is considered the pride of the region and the most popular sport, and as the two-times World Champion, Savojarna would be proud to host the handballing world for the first time in its history.

Savojarna is a socialist, democratic nation of 24.1 million people situated on the Northwestern coast of Pavola, bordering Taeshan to the North, the Filopines to the Northeast, Adyatin to the South and The Urain to the West. The majority of its population centres are located on the Savojar Archipelago, situated west-northwest off the Savojar coast. It maintains generally peaceful relations to its neighbours, although there are common hostilities with Adyatin, which used to be a Savojar territory until 1909, and is a member of the Common Rushmori Community. Savojarna is a hub for technology and innovation, famous for its brand of inexpensive and robust NAKA phones internationally and for its high-quality transportation networks, centered around a comprehensive high-speed rail net. It is also known for its natural wonders, which include lush forests, mountain ranges with spectacular glaciers, and three endemic species of dragons living in natural reserves in the North of the country.

WHY ANOTHER BID?
First of all, hosting HWC has been on my screen for a while and I had almost tried to reinvigorate it myself before Ethane opened this thread. However, as the Copa bid with Astograth took shape, I decided not to bid in order to not overwhelm myself, despite other users (with whom I had talked about the possibility of reinvigorating HWC) suggesting I should bid. With the reopening of bidding, the time window was sufficiently pushed back to make sure the HWC and the Copa would only overlap minimally or not at all, meaning I can now follow through on my plan to bid.

Additionally, of the current two bids, one has previously been rejected by the community before being adapted, and one is using a non-standard scorinator. While I don't think that disqualifies them as bids, I think it may be valuable to add another option for the community, in the hope that this would reduce the risk of another re-opening of bidding.

EXPERIENCE
Savojarna have competed internationally for the past three and a half years, participating in handball for the largest part of the time. Savojarna have co-hosted the Copa Rushmori 35 with Astograth (currently under progress), solo-hosted World Cup of Hockey 34 and 38 and one edition of the Savojar Sevens (Rugby), as well as a minor ice hockey club tournament. They have also completed eight editions of the Savojar Football Series, and created and hosted the Alpine Skiing World Tour. As Ficiscia, the user behind Savojarna ran domestic hockey and football leagues, and completed hosting of minor one-off events.

FORMAT
As we currently expect to finish around 32 teams, the format I propose is based on this number. Given the rarity of the HWC, I think that every participant nation should be ensured a decent number of matches to give sufficient RP opportunities. As such, I would run four groups of eight, with the top four of each group qualifying for a single-elimination round, starting with octofinals. This format would ensure that every team gets to play at least seven games, reducing the possibility of rank-coasting and increasing the opportunity for teams to establish their handball teams. Tie-breakers chosen would be: Points => Goal difference => H2H points => H2H goal difference => RP Bonus (IC: drawing of lots) => Drawing of lots.

SCORINATION AND RP
RP bonus will be cumulative, non-degrading, and applied through xkoranate’s RP bonus feature in Absolute formula. Rosters will count as an extra matchday for RP bonus purposes. The ranks, according to the sheet linked by Sylestone in their bid (and, as I understand, calculated by Graintfjall?) will be used as base skill; bonus will be scheduled to match ranks by the end of the group stage. This means RP will be weighted slightly higher than rank; the reason for this is that the last HWC has been a while ago and I expect many unranked nations to participate.

In order to promote interaction with the host nation, there will be short RP prompts similar to those of the Copa Rushmori 35, or references to aspects of Savojar culture, provided in every matchday during the group stage. Using those prompts will not affect RP bonus, and is entirely voluntary.

I did calculate the rankings, but I just used the formula laid out by Free Republics (which is very similar to the one used in other competitions). Seeing as everyone has mentioned using these rankings, I want to mention two problems I have with them. First, given the last HWC was so long ago many nations in the top 20 have CTEd. This means the top two have a huge rankings gulf over everyone else. Second, the formula means the 3rd placed team gained more rankings points than the runner-up, and the same number as the overall champion of HWC21. Either reducing the points for the 3PPO game or adding a bonus for finalists might be needed (although in this case, I believe the 3rd placed team has now CTEd). Obviously it's up to bidders whether they make such changes, or consider these problems at all.

Alright, just under 12 hours for remaining host bids to be posted. I've seen Savojarna's. I'll update the OP when I do the host voting announcement tonight. Ideally we'll have a short window for host voting to get this tournament on the road; if anyone has any issues with a 2-3 day window for voting on host bids, please just post here and I'll extend it a bit.

In relation to the issue of the Olympics and other major tournaments, it is up to the hosts to decide when to close signups and when to host the tournament. So if hosts want to host it now, or after the Olympics etc, then they can do so - though I would suggest in the interest of transparency and fairness that you would mention it here if you do intend to push the tournament back significantly.
