About the Free Republics

The Free Republics are a vast federation of Republics, spanning 3 continents, that pride themselves on being, from their perspective, the freest nation in the multiverse. In most of the Free Republics, you are free to do almost anything, so long as you have the money to pay your own way. Laws do very greatly between Republics, so be sure to read up on the local laws before entering a Republic. Republics are forbidden from restricting a number of basic freedoms, such as the absolute freedom of speech, the right to carry open or concealed firearms in public and the right to due process. Laws do exist against crimes such as theft and murder and there are laws against non-consensual assault, but one should keep in mind that the Free Republics defines consent in a broad manner. The Free Republics has faced political turmoil in recent years, with two administrations coming to power that ignored the federation's Constitution and violated many fundamental rights but under the leadership of Consul Robert Nicholls and Consul Kyle Bolton, most of those laws were repealed. The Free Republics also faced a rebellion by a handful of Republics which was put down by the Republican military. In order to address its chronic political extremism problem, the Free Republics has recently created "charter societies" within its territory that are autonomous entities under the Republican banner. Currently, there is a definite shift in Republican politics underway as the public is increasingly uncomfortable with the power of large corporations and cultural issues are gaining increasing importance.

The Free Republics have participated in most World Bowls since their debut in World Bowl XXII and have hosted 2 World Bowls, XXII and XXXI. While they were once famously mediocre in the World Bowl, in recent editions the Free Republics have been a perennial contender, finishing 4th in World Bowl XXXIV and 3rd in World Bowls XXXV and XXXVII. The user behind Free Republics also entered many World Bowls as Saintland, which was one of the 2 hosts of World Bowl XXII and the champion of World Bowl XXIV.

Format

The tournament would utilize a series of group stages, with all games held ICly in the Federation of Free Republics. There are currently around 40 nations signed up. For the first group stage, we would utilize 8 likely unbalanced groups of 5 or 6 playing a single round robin. The top 2 teams in each group would advance to the second group stage, which would be 4 groups of 4, single round robin. The group winners from the second group stage would qualify for the final double elimination tournament which would determine the order of the top 4 teams.

For the second group stage, teams would be seeded from #1 to #16 based upon their record in the first group stage and the tiebreakers. Adjustments would be made to ensure that there are no rematches from the first group stage. For the final double elimination tournament, teams would be seeded from #1 to #4 based upon their performance in both group stages and the tiebreakers. The games for the final double elimination tournament will be scheduled as follows:

Day 1

#1 v. #4
#2 v. #3

Day 2

Winner v. Winner
Loser v. Loser (loser finishes 4th)

Day 3

Remaining Team with 1 loss v. Remaining Team with 1 loss (loser finishes 3rd)

Day 4 & Day 5 (if necessary)

Remaining 2 teams face off. First team to 2 double elimination round losses finishes 2nd. Other team wins the World Bowl.

Tiebreakers

Ties for determining position in group will be broken in the following order:

1) Head to Head Record
2) Point Differential in Head to Head Games (only valid if there's a 3 or more way tie)
3) Point Differential in all games from current stage
4) Most Points Scored in first group stage or Fewest Points Allowed in second group stage (whichever is appropriate to the current stage)
5) Coin Flip (first group stage, simulated by scorinating single round robin groups involving the tied teams in one go until the tie is broken) or Seeding (second group stage)

Ties for determining seeding in the second group stage will be broken in the following order:

1) Position in group
2) Point Differential in all first group stage games
3) Most Points Scored
4) Ranking
5) Coin Flip (simulated by scorinating single round robin groups involving tied teams in one go until the tie is broken)

Ties for determining seeding in the final double elimination round will be broken in the following order:

1) Head to Head Record (if all tied teams have previously faced each other in World Bowl XXXVIII)
2) Point Differential in Head to Head Games (if all tied teams have previously faced each other in World Bowl XXXVIII)
3) Point Differential in all games from first and second group stages
4) Point Differential in all games from second group stage
5) Fewest points allowed in all games from first and second group stages
6) Most points scored in second group stage
7) Seeding for second group stage

Scorination & RP Bonus

Xkoranate will be used, with the modified version of SQIS-IFAF that I created after World Bowl XXXI. Xkoranate style modifiers will be used. RP bonus will be purely cumulative. I will not be revealing the bonus scale, though it will be relatively generous and fair to all styles of RP. In the event that the Free Republics advance to the double elimination round, third party scorination would be requested.

I've hosted World Bowl XXII and XXXI. I've also hosted WBCs 27 (with Maklohi Vai), 34, 37 (with Frenline Delpha), 42 and WBC 47, CoH 58 (with Falcus), BoFs 59 (with Star United States) 70 (solo), World Cups 68 (with Legalese) 81 (with Banija), IBC 17 (with Royal Kingdom of Quebec), WCoH 23 and 35, RUWC 25, the X Winter Olympics, the Games of the XIII Olympiad and at least 2 other multi-sport events. I've also hosted many other events over the years in addition to those and was previously elected president of the World Bowl Assembly on 2 different occasions.

I need to state for the record I DESPISE multiple group stages with eliminations at all of them. I hated it when Bluth Corporation ran one of the early World Bowls that way and I don't see anything about it I like.

Also, I really, REALLY hate the idea of having all the matches at the home of the host nation. In cycles past, that alone would be grounds for me to withdraw from a tournament after a host bid. I'm tempering that now since several tournaments I've participated in have been run that way, but that really bothers me almost as much as this format does.

I'm not in love with the proposed format either, but it's also the only bid we have had now in over a month.

Since I did say I'd do this, and without words from our constitutional leadership, I'll make our new host bidding deadline Friday, January 17th, at 11:59 PM EST*. Gives prospective bidders about 55 more hours(in addition to the near extra month we've already had). So we are at least in position to get something rolling as the WC cycle comes to a close.

I'll update the OP to say so.
