The Baptism of Fire (71) for the World Cup 84 cycle is indeed closed, unfortunately. However, signups for the current World Cup remain open.
My recommendation to you, and to any other newcomers who may be concerned about entering the WC without first participating in the BoF, is that you should go ahead and participate in WC84 regardless. The BoF provides a relatively small rank bonus, which can typically be easily offset by posting a roster and a few MDs of regular RPing during WC qualifying, so you won't be starting at what I would consider a major disadvantage. In fact, just last cycle, we had a team that didn't participate in the BoF come fairly close to qualifying for the finals thanks to regular, high-quality RPing. I wouldn't necessarily expect that strong a performance from any other newcomers, as it requires a fair bit of good luck, but it does prove that you don't need the BoF to have a respectable WCQ campaign.
