Banija Bid to Host World Bowl XXXVII


The Olympic Committee of Banija is officially submitting their bid to bring the World Bowl back to Banija's shores.

Banijan National Information

The Kingdom of Banija is a country that classifies itself as a semi-constitutional monarchy. A nation that is freshly a member of Atlantian Oceania, it is led by the Kabaka(which translates to King), and the current monarch is Kabaka Mwanga. The Kabaka is the Head of State and responsible for the country's foreign affairs.

The Lukiiko(translates to Parliament) is a democratically-elected, constituency-based, first past the post, legislature that has the power of the purse and controls all legislative affairs for the country. The Lukiiko, every term, elects the Katikkiro(Prime Minister), who picks a cabinet and leads the government. Racially, the nation is 99.2% black. This is a very religious based Christian nation, as 92% of Banijans are affiliated with the state church, the Puritan Church of Jesus Christ of Latter-Day Saints, whose followers are called Puritan Mormons. Shia Islam & Sikhism are the next largest religious communities, each at 3% of the national population. The Guardian Council, a council of 6 members, with 3 picked by the Kabaka from the House of Katende(the royal house), and 3 picked by the Church, has the ability to oppose laws based on religious grounds. It takes a 5-1 majority on the Guardian Council to reject any bill passed by the Lukiiko. The head of the church is the Patriarch of Herzegovina.

Due to the massive influence of Puritan Mormonism in this nation, they are relatively socially conservative. Abortion in this country is outlawed unless the mother's life is in danger, and the church's Universal Call to Motherhood, which teaches that the destiny of each and every woman is to give birth to children and raise faithful Puritan Mormons, has heavily shaped the nation's view on the role of women in society. Therefore, it is only recently, after AOCAF LVII, where Banijan teams were legally allowed to be integrated by gender. However, this law only applies to teams based in Banija, which is why it is perfectly legal when foreign-based teams, either for away games or when Banija hosts tournaments, to have people of any gender. Consumption of alcohol in Banija is legal.

Of course, while Banija was a 3rd world country, a recent discovery of large oil has developed hope that the country can climb the economic ladder. A general lack of development in Banija, we are a country with excellent sporting infrastructure, but little else. Most roads are dirt, and while public transit within cities is excellent, between cities it is not. The climate of Banijan has a lot of natural rainforest and jungle, which means that there is no winter, only wet season and dry season. Temperatures generally range at their coldest around 60 degrees fahrenheit, and at their hottest around 110 degrees fahrenheit.

Due to the nation’s large Mormon population, there are a number of laws that are not usually seen by foreigners. The sale of coffee is banned within Banija’s borders- however, the consumption is not. Foreigners are encouraged to bring coffee with them flying into Banija, though it must be declared at all ports of entry into the country. Secondly, due to the Mormon influence, polygamy is legal for males, and many males are, indeed, polygamous.

Banijan cuisine, due to the tropical climate, is based a lot on the plantain and the banana. Staple foods are things like matoke, casava, etc… And are also known for being heavy meat eaters. Banijans are known for excessively putting miraculin berries on almost all of their desert options. And, of course, while no major sun block companies operate within Banija’s borders, all stadiums and street watch parties will be ensured to have sun block available for sale for fans.

Format
This format has been inspired by the UEFA Nations League. Now, of course, we want more big games during the group stages/regular season, am I right? The following format, while unconventional, will ensure that teams will continuously play other teams of a similar strength, to better prepare them for the knockout stages. Which, of course, means better entertainment for the broadcasters, and a chance to develop rivalries.

Target number for this format is 32 or 36 teams(we are currently at 32 squads at my count and haven't had a signup since June 3rd... However, the format is adjustable if we do go over 36). The preferred number, for now, is 36 teams.

League A: 3 groups of 4(Top 11 ranked sides plus host*)
League B: 3 groups of 4(Next 12 sides)
League C: X groups of 4(If 32 teams, then 2 groups needed. If 36 teams, 3 groups. if 40 teams, 4 groups.)

Phase 1- Each team shall play a double round robin, home and away, in a group stage setting against all teams in their group. Each League will have a seeded draw. At the end of Phase 1, we relegate last team in each group from League A, and promote top team in each group from League B. Relegate bottom team in each group from League B, and promote top team in each group from League C. If 32 teams, only the two worst last place teams from League B get relegated.

Phase 2- Each team shall play a double round robin, home and away, in a group stage setting against all teams in their group. Groups, of course, shall be redrawn prior to Phase 2. At the end of Phase 2, 16 spots are allocated to the World Bowl knockout stages as follows.

- Top 3 teams in each group in League A Phase 2 will qualify directly for World Bowl knockout stages(9 teams)
- Group winners from each group in League B Phase 2 will qualify directly for World Bowl knockout stages(3 teams)
- The last place team in each group in League A shall play a home game against a group runner-up from League B. The matchups shall be randomly chosen. The winner of each game will qualify for the World Bowl knockout stages(3 teams)

Now, of course, this where the formats divide for the last spot in the knockout stages.

If 32 teams:
- The two group winners from League C will play in a neutral site game(in Banija), and the winner shall qualify for the knockout stages(1 team)

If 36 teams:
- The group winners from League C will be ranked, and the top two will play in a neutral site game(in Banija), and the winner shall qualify for the knockout stages(1 team)

If 40 teams:
- The four group winners from League C shall be ranked and #1 will play #4, while #2 plays #3(both neutral site), and the winners shall play in a one game playoff(also neutral site), and the winner of that goes to the knockouts(1 team)

The knockout stages shall be single elimination. Phase 2 League A group winners will be seeded 1-3, Phase 2 League A group runners-up will be seeded 4-6, Phase 2 League A third place teams will be seeded 7-9, Phase 2 League B group winners will be seeded 10-12, and Phase 2 League A fourth place teams/Group B runners-up will be seeded 13-15, and the champions of League C will be seeded #16.

And here, of course, is a potential RL calendar for the league stages, so we know how long this would take.

So it'd take about 22 RL days... Which is a little longer than the last World Bowl, but other World Bowl formats have been known to run this long or longer.

Stadium Information

This bid will make use of stadiums from the Gridiron Football League of Banija.

Scorination & RP Bonus

Scorination will be done with the latest presently existing version of xkoranate. We will use the Post World Bowl XXXI formula, and sudden-death overtime. Every game must have a winner(I had draws last time I hosted the World Bowl, and I think we can all agree that was a bad idea and shouldn't be repeated). I will be using additive style modifiers. The ranking system used, of course, will be the official World Bowl rankings, and RP bonus shall be cumulative throughout the entirety of the tournament. A roster shall be worth up to a full matchday's RP bonus.

Once the host is chosen, they post a tournament thread, decide when to close signups and then draw teams into groups and set up a schedule. The host will announce the day when the tournament starts and a "cutoff time" which is the time each day when they will post the day's scores.

Posting a roster and RPing are both optional but if you post a roster and/or RP, you receive a bonus (one roster bonus per tournament and one RP bonus per day that games are scored) based on the quality of your roster and RP as determined by the host (the bonus amounts and usually even the bonus scale remain confidential). Could also be added that ns sports rp doesn't have to have anything to do with the competition, or even sports. I use ns sports rp mainly in order to flesh out bits about my nations that don't merit their own thread.
