Free Republics pointed out that I erroneously listed the host bid deadline as the night I posted this thread, which is incorrect. In actuality, the host bidding deadline is 11:59 EDT on April 4th. This has been corrected on the OP.

I'd like to ask IBO to add Aristian Republic (and not Artisan Republic) as a Puppet of Lisander. It also should be removed of IBO committee possible additions list, since I don't want to be found in breach of Article 2, Section 4 of IBO Constitution.
The Principality of Lisander, a sports loving, very highly developed nation in Astyria.
Disappointing people and missing deadlines since 2013.

Oops, I dunno why I didn't have that listed already, since I listed the other puppets. I've also just added Aristian Republic next to Lisander on the IBO Committee list (similarly to how Abanhfleft/Pridnestrovia are listed). I'll make sure to edit my records to make sure AR isn't given a ghost spot on the committee. Thanks for the alert.

IBC Bid - Lisander & Velestria

Lisander


Lisander is a small nation, home to 11 millions of Lisanderians. Rugby Union is the first sport in popularity, while Basketball and the Association Football divide and dispute the position of second most popular sport.

Originally, basketball was more popular in the mid-north of the country, in cities like Lerna, Portes and Orissa, where fields were mostly used for agriculture, and arable land was Bid - not to be "wasted" with sport. In the last twenty years, with the advent of various technologies, from all sectors, Basketball began to become popular in other regions and to perceive possibilities of professionalization. Currently, Lisander has a Professional League of 14 teams, the SuperLiga, feeder to IUBC, and a University League, Elite12, feeder to NSCAA.

User behind Lisander has some experience hosting events, having hosted NSRB Rugby tournaments and national sports leagues, among them basketball, soccer, rugby, cricket, ice hockey and field hockey.

Velestria

Home of over sixty-six million people, Velestria, known officially as the Crown Federation of Velestria and Ja’barilands is a large isles where association football, lacrosse and quidditch reign supreme through the lands, however, recently basketball has begun to gain a noticeable claim as a niche sport through Velestria, through the Velish Basketball Federation, more commonly known as Velish Basketball, a formal bid is presented for latest edition of the IBC.

Basketball in Velestria has previously mentioned is a niche sport popular especially in the Ja’barilands amongst youth, it has seen growth in recent years however, teams or players originating from the Ja’barilands tend to dominate the scene of Velish basketball in the nation, in recent years, Velish Basketball has looked to establish a successor to the former basketball league of old, the Velish Basketball Association, currently Velish Basketball is committed to launching the Velish Basketball League with the hopes of great success in the post-IBC hosting years. Additionally, Pro12 exists in the Ja’barilands as a specific league for the region, however doesn’t exist on a national scale.

The user behind Velestria has gained recognition in NS Sport under the names of Kep and Razenthuria more recently, while under Velestria he has only scorinated his domestic leagues, the user has scorianted the Global Cup of Soccer 3 and an edition of the WJHC amongst others, notably also somewhat the main organizer of the yearly Quidditch World Cup.

Similarly, the user behind Velestria enjoys graphic designing and will willingly assist in graphic design if needed.

Scorination

For scorination, xkoranate 0.3.3 will be used, with most recent IBO rankings. RP bonus will be generous, and by the short nature of the event, cumulative.

Formats

We already have 38 signed nations for this edition of IBC. As usual, we’re expecting one of the magic numbers, those multiplying 8.

32: 8 groups of 4
40: 8 groups of 5
48: 8 groups of 6

To fix these numbers, puppets may be added or removed at the discretion of the hosts, following the rule of one declared puppet for each participating nation.

For the draw, Lisander will be placed in Group A and Velstrania in Group E. Velstrania should host groups A-D while Lisander should host groups E-H.

After the group draw, teams will play a single round-robin. The best two advances to the Playoffs. Teams should be paired by location until Quarterfinals, so A1 plays B2, B1 plays A2 and so on. Semifinals and 3PPO will be scorinated by Velestria and Final will be scorinated by Lisander, unless one of those nations reach that stage, then the other host will scorinate these games.

Are these two joint bidders bidding in a way where Lisander is the senior partner and will look over everything that Velestria does to make sure his scorination remains efficient, using xkoranate and producing generated tables from day one to the end in a proper and most importantly, reliable manner, or are the two bidders considering themselves equals? We are coming off a rough competition in terms of hosting (pre- EQS stepping in), we can't have two in a row.

I can support the bid in scenario one, only.

Official Joint Bid: The People's Republic of FILINDOSTAN & The Federal Republic of ABAJA



The Samahang Basketbol ng Filindostan and the Abajan Basketball Federation hereby submit their bid for the twenty-seventh edition of the International Basketball Championships.



FILINDOSTAN
Filindostan is a small archipelago located at the depths of Esportiva. This nation is inhabited by Filindostanis, a portmanteau of the words Filis (OOC: Filipino) and Indos (OOC: Indonesian). It consists of four islands of nearly equal land mass. The four islands are named Pelita Raya, Tanjung Pagi, which are Indos-dominated, Kabishawan, and Kabunuklan which as Filis-dominated.

Filindostan is a third-world country by multiversal standards. Despite this, economists believe that the Filindostani economy and commerce are strong enough to withstand movements in the stock market and global recession. This is due to the fact that the pineapple and banana exports are one of the forte of the nation. There are many plantation of bananas in Pelita Raya and pineapples in Kabunuklan. Add the tourism income generated from Jakulta and San Rafael which makes Filindostan a good place to invest in.

According to the latest census done in 90002, the population of Filindostan is 36,475,103, with 56 percent of the population being Indos and 44 percent being Filis. Majority of the Indos live in the islands of Tanjung Pagi and Pelita Raya, while Kabunuklan hosts many of the Filis portion of the population. In Kabishawan, around 65 percent are Filis and the rest are Indos.

Majority of the Filindostani population are Christians, forming 70 percent of the population - 95 percent of Filis and 50 percent of Indos. Twenty-five percent are Muslim while a meager five percent are atheists.

Filindostani president Dorigo Dutete recently won reelection with Renee Leonido now his current vice-president. Dory recently announced a war on drugs campaign and observers are wondering whether this will affect the SBF’s hosting of the tournament due to the possible negative publicity of the campaign.

FILINDOSTAN - OOC
The user behind Filindostan has hosted a variety of tournaments, including the Rugby Union World Cup XXIII (ICly co-hosted with Ingla Terra), the World Cup of Hockey 24, the NSCAA 6 (1 conference; basketball), and Campionato Esportiva IX (with Buyan) under the nation of The Royal Baragay. He has hosted the Handball World Cup XI, Trofeo de Paz, the International Firestorm Cup IV, the International Baseball Slam II, and Tueres Tenis de Sangti under the nation Sangti. He has hosted one tournament under the nation Ingla Terra (World Korfball Classic 4) and one under Filindostan (Sporting World Cup 4, International Basketball Championships 25 (with Banija))


ABAJA
Abaja, officially the Federal Republic of Abaja, is a fairly large nation found in the West Pacific and consists of 89 million people. The nation is led by President Aman Salam-Ross, a member of Abaja's "People's Democratic Party." He was inaugurated in October of 2018. The nation could be considered something like a somewhat third world and somewhat first world type of nation. (OOC: Abaja consists of mainly Africans such as Kenyans, Ethiopians, Ugandans, Nigerians, black South Africans.)
The two dominant religions in Abaja today are Christianity and Islam. As of 2019, approximately 70% of the Abajan population identify as Christians, while Muslims make up 24% of the population. Another religion, Judaism, takes up a very small percentage of the people: 2%. Abaja is one of the world's least secular nations, as non-believers make up a tiny 1.2% of the population. Folktale religions make up 3%.

In the years 1805-1936, Abaja was colonized by the Grand Britonish Kingdom (GBK). The GBK, while there, had a massive impact on Abajan culture, including language. Prior to 1805, 41% of Abajans spoke Swahili, 38% spoke Arabic, and 21% spoke a language called Guanda. By the year 1860, percentage of speakers were: 26% English, 21% Swahili, 18% Arabic, 17% Britonish, 12% French, and 6% Guanda. Today, the English language dominates in Abajan tongues, and is the official language of today. However, Abaja is still diverse in terms of language. In the state of Mali, 31% of people there are French first speakers. In Ugaji, 64% are English first speakers. In the state of Magharibi, Swahili is the major language. The state of Heartland has a mix of English, Britonish and French tongues.

Many consider the eastern part of Abaja to be the "richer" side. Cities like Abaja City, Queens, Olulawi and New Telm are major attractions for tourists. The reason why this is so is because the east dominated in manufacturing from the 1800's to 1900's. The western side of Abaja is sometimes viewed as the "poorer" side, and often times more dangerous. It took a while for the west to catch up to the east in terms of wealth, but the city of Kingston, a western city with the largest city population in the country, attracts more visitors than any other place. Not only is the weather moderate, it is also home to vast mountains and beaches.

Basketball is one of the two major sports in Abaja. The other is football (soccer). It was introduced to the Abajans in the 1920's. By the 1950's and 60's, it was glorified, almost like football was at the time. Basketball teams - both college and professional - were created, and those teams would face off in front of a mass of spectators in outside courts. By 1963, the Abajan National Basketball League (ANBL) was founded. By 1974, it had its inaugural season. Participation in the sport skyrocketed at that point, and for a short time more people in Abaja began tuning in on professional basketball than the sports giant football. It today continues to thrive as love for the sport grows.

ABAJA - OOC
The user behind Abaja has constructed his sportswire consisting of two leagues which he scorinates: the APL and the ANBL. He has co-hosted one tournament so far: the International Basketball Championships 23, with co-host Qasden. This was the first (and last) tournament in NS Sports that Abaja has had a part of scorinating and is willing to contribute more in hosting other sporting events.


FORMAT, SCORINATION, & ROLEPLAY
Good ol' xkoranate 0.3.3 will be used to scorinate the IBC results. Most recent IBC ranks will be used. RP bonuses will be cumulative and RP's will be judged on quality. This includes originality. All participants must not copy from other's works as plagiarism is against NationStates rules. Users who plagiarize will not receive an RP bonus for their RP.

Well, since we already have 39 teams signed up, we'll keep on from there. Filindostan and I have decided that a series of three will be played from the Round of Sixteen through the Final. Third Place matches will also be a best-of-three series.

- 44 Teams: 4 groups of 11: Single Round: Top 4 from each group advance.

Okay, this has gone on long enough. Just wanted to have a little period to discuss the bid(s) before we got going, then I got kinda slammed with work. But we're here now! Time to vote for host!

Currently, we have 39 nations signed up. Signups will remain open until the host is selected, in which the host will decide whether to keep signups open or close them and start the tournament. Hopefully we can get a few more nations to reach a more round number!

HOST VOTING
All members of the IBO Committee (which can be found in the OP of the Discussion Thread) are able and encouraged to vote for the host of IBC 27. All committee members will be receiving a telegram as well, so if you don't receive one, then you aren't a person who's able to vote.

All votes should be sent to THIS nation, the International Basketball Organization. If you are voting, you have 4 options:

ACCEPT Lisander and Velestria's Bid
ACCEPT Filindostan and Abaja's Bid
RE-OPEN Bidding
ABSTAIN

Abstentions will not be counted towards the total votes cast. If you abstain, it's the same as not voting. Just lets me know that you're at least active enough to be voting at all. The IBO uses a single vote count, so there's no need to send a preferential list, just your first preference. Voting will end on April 16th at 11:59 Eastern Time. Basically, a week from now. If a majority of IBO members vote for a bid before the deadline and that bid's victory is surefire, the voting period will end early.
