Another World Cup cycle has ended, and this means it's time for a new Copa Rushmori edition, the thirty-first one! With Nephara claiming victory in the thirtieth and most recent Copa Rushmori, held in Cassadaigua, now we move on to a new edition in which a new winner could potentially claim a piece of silverware and inscribe its name in the Roll of Honour, and that winner could be YOU!

IMPORTANT:

• New nations joining Rushmore after the moment this thread was posted are ineligible to join.
• Regulars returning from CTE status after the moment this thread was posted may join, provided that they have competed in at least two (back-to-back) of the previous 30 Copa editions.
• Only one puppet will be allowed per OOC user (who must declare it as such when entering it) and their final inclusion into the tournament will be entirely up to host discretion.

OFFICIAL PRESS RELEASE: MYTANIJA COPA RUSHMORI XXXI HOST BID

Mytanija's relationship with the Copa Rushmori is one of great affection, with the tournament being considered the most important by some Mytanar football fans given the fact that it pits the national team against some of our greatest rivals with a degree of regularity the World Cup simply cannot match. Following the first democratic elections since the end of the Mytanar Conflict, politicians and the heads of sports governing bodies have agreed that sport has a unique place within Mytanar society and indeed is intrinsic in the psyche of Mytanars, it is a force for good and a force for unity. This is why the Government, in conjunction with the FSM (the Mytanar football federation), are submitting this bid to host Copa Rushmori XXXI.

SCORINATION

The association football function in the latest version of xkoranate shall be used, in particular the SQIS formula. The full range of style modifiers (-5 to +5) will be available and this bid would be utilising the xkoranate-style (additive) modifiers. At my last check, rankings had not been updated by the previous person responsible so I shall be utilising the projected pre-CR31 rankings compiled by Qusmo. Rankings have now been updated by ESF and I shall be using them in the Copa. RP bonus will be generous and cumulative throughout the tournament. A one-time roster bonus will be available too and this will be similarly generous. This bid shall be weighting RP bonus more heavily compared to ranking throughout the tournament with RP bonus counting two-thirds to rank's one-third for each day's input into the scorinator.

Third-party RP grading and scorination of my fixtures will be requested should Mytanija get beyond the group stage.

FORMAT

By my count we're currently at 18 sign-ups, we would be aiming to get to 20 or 24 participants, although higher numbers can be accommodated if there is a flurry of late sign-ups (which is admittedly looking unlikely). With 20 teams there will be 4 groups of 5, playing in a single round-robin format and the top 2 from each group would progress to the knockout rounds where it would indeed be straight knockout football. With 24 teams we would go with 6 groups of 4, again with a single round-robin format and the top 2 from each group progressing along with the 4 best 3rd place teams and from there it would be straight knockout football.

The entirety of the tournament would be played in Mytanija whatever the format (good luck to you all getting out alive!).

We will unashamedly be using the same tiebreakers used during the last Copa Rushmori and therefore for this tournament they will also be (if this host bid wins): head-to-head results, head-to-head goal difference, overall goal difference, number of wins, overall (fewest) goals conceded and (this is different!), a play-off game if teams cannot be split by the prior tiebreakers.

EXPERIENCE

The user behind Mytanija is the same user behind Mytannion and the Mytanar Region and has historically hosted World Lacrosse Championships and NSCF conferences among other things, this will be an attempt to get back in the groove of hosting after a hiatus.

I'd say it certainly is in Qanz! I do have one question, though. After looking at the RMB again today, I see that the question was raised of whether nations which have participated in one of the past three World Cup cycles but not one of the past three Copas would get any rankings points. It was my impression that they would not get any points in the official rankings, but I did mention that I think the host could decide to award them what they would have otherwise gotten in fractional-KPB bonus points. So, would it be your policy for a nation which has a KPB ranking but not a Rushmori ranking to include a fraction of that KPB ranking in the scorinator, just like the rankings do for ranked teams, or would the ranking portion in the scorinator strictly be the rankings?

For me the spirit of this tournament is in the role-playing. I will not be awarding anyone who has not already participated in the tournament any ranking points.

I may have a different take on this but for me the Copa has always been about excellent regional interaction and RP and I feel that taking part in this should come before benefitting from any rank as part of the tournament. As it is, I cannot see anybody this would affect (just from a quick scan of the sign-ups), but I still shall not be awarding anybody who hasn’t got regional ranking points any ranking points based on WCC events if they haven’t competed in the CR before if I end up hosting.
