I. Introduction

The Hoofball Association (HA) of the Equestrian States and the Cassadagan Association for Soccer Excellence (CASE) would be honored if the members of the World Cup Committee vote to approve this bid to co-host the upcoming 73rd edition of the Cup of Harmony.

The Equestrian States is a mixing pot of magic, technology, and dozens upon dozens of sapient species located in southwestern Atlantian Oceania, though it is best known for the sapient equines which make up the country's majority population. Ruled by its possibly divine alicorn Princesses, of which there are currently five, the Equestrian States operates similarly to many constitutional monarchies throughout the multiverse. That said, the Princesses, or rather the Royal Council on which they sit, do hold considerably more political power than in other such states, especially when it comes to shaping the overall policy goals of the Equestrian States and hold the final say in major decisions such as declarations of war, acting as a moral compass for the nation. The Equestrian States is a technological, economic, and military power, devoting many resources to ensuring the peace, prosperity, and health of its citizens. A pleasant nation with a fairly temperate climate, renowned for its compassionate and welcoming population, the Equestrian States is a popular tourist destination and frequently hosts international sporting events. Football, or hoofball as it's known locally, is the most popular sport in the Equestrian States and the Ponies have maintained a consistent competitive presence in the World Cup ever since making their debut at the 45th Baptism of Fire prior to World Cup 58.

Cassadaigua’s society is different then what is seen throughout most of the world. In Cassadaigua, the female is the dominant gender and is superior to the male. There are some groups who feel that men are greatly oppressed in our nation, but that is not really the case (they’re only slightly oppressed, but do have the same amount of freedoms). In recent years, the nation has made positive strides to become an equal nation for women and men, but the basic roots of the society will always remain. Ruled by Queen Cassie II, it is an economically powerful nation with a more then adequate amount of state of the art sporting facilities to host the Cup of Harmony. Cars are very much a way of life, and our taxes aren’t anything out of the ordinary, and if anything are a little lower then average. There are no unusual factors associated with the country, other then the gender differences. Cassadaigua is the only nation in the world that has completed the “five sport sweep” in NS Sports. That is, winning the World Cup, World Bowl (Gridiron), World Cup of Hockey, World Baseball Classic, and International Basketball Championships. This feat, accomplished in 2014 (real time), still holds true today. Therefore, it goes without saying that the nation is sports-crazed.

II. Format

Our preference will be for 32 teams and eight groups of four. However, we will be very willing to take on 40 nations and eight groups of five, if we feel that number more accurately reflects the amount of nations who have met our standards for inclusion in the tournament and did not reach the finals. Alternative formats will be considered if necessary, but 32 or 40 are the most probable numbers.

The tiebreakers used will be: Points, H2H Points, H2H Goal Difference, Overall Goal Difference, H2H Goals For, Overall Goals For, and a Single-Match Playoff (if necessary to determine advancement in the tournament), in that order.

The final will be held in the Equestrian States, with third place match being played in Cassadaigua. Should one, or both, of the co-hosts have to also participate in the Cup of Harmony themselves or with their puppet (Freeport and Cheergirls, respectively), the other co-host will scorinate any matches in which they take part. (In other words, at no time, would one of us scorinate our own games).

III. Scorination & RP Bonus

This bid will use xkoranate with the NSFS formula, but will use the xkoranate (additive) style modifiers over the NSFS3 (multiplicative) style mods. RP bonus will be cumulative throughout the tournament.

RP bonuses will be awarded based on quality, which, of course, takes precedence over quantity. Originality and initiative will also be rewarded, as will interaction and astute information usage in RPs. Don't expect to get much of a bonus if your opponent's posted a roster and you don't make any use of it in your match report RP.

IV. Experience

Cassadaigua and Equestrian States both have extensive experience hosting many of NS Sports' top tournaments, most notably successfully co-hosting the 57th Cup of Harmony and the 67th World Cup together. Overall, the pair has hosted a combined 10 WCC-sanctioned tournaments and numerous major tournaments in other sports such as the World Baseball Classic, World Bowl, World Cup of Hockey, and International Basketball Championships. Needless to say, there is no shortage of experience with this bid.
