Another World Cup cycle is about to end, and this means it's time for a new Copa Rushmori edition, the twenty-ninth one! With Eastfield Lodge claiming victory in the twenty-eighth and most recent Copa Rushmori, held in Pasarga, now we move on to a new edition in which a new winner could potentially claim a piece of silverware and inscribe its name in the Roll of Honour, and that winner could be YOU!

IMPORTANT:

• New nations joining Rushmore after the moment this thread was posted are ineligible to join.
• Regulars returning from CTE status after the moment this thread was posted may join, provided that they have competed in at least two (back-to-back) of the previous 28 Copa editions.
• Only one puppet will be allowed per OOC user (who must declare it as such when entering it) and their final inclusion into the tournament will be entirely up to host discretion.

The Republic of Dunnes is located between the Obsidian Sea and Lesser Inland Sea. Dominated by mountains in the east, that give way to arable land in the center of the country, Dunnes is a modern industrious nation of 62 million people. Endurance Sports such as cycling and triathlon are among the most popular in Dunnes, but football is the most popular team sport, and the Dunnes Football Championship League draws well. Dunnes hasn’t faired well in international competition, but the National Federation hopes that having the Copa Rushmori in Dunnes will boost the sport. Matches will be played throughout the country, with the final being held in the capital, Mirola.

Dunnes co-hosted the III World Cycling Championships, the I World Triathlon Championships, and also runs domestic football and triathlon leagues.

If the tournament is held in Dunnes I will be using xkoranate (NSFS formula). Format wise, if we have 20 teams there will be 4 groups of 5, 24 teams then 6 groups of 4, 28 teams then 7 groups of 4, 32 teams then 8 groups of 4. If there are not 4 or 8 groups, then the top third place teams will advance. Tiebreakers would be as follows: Points, Goal Difference, Head to Head Result, and Goals For. The RP bonus will be large and cumulative, with the quality of the posts being more a factor than the quantity of posts. If elected, I will be using the world rankings for the group pots and for scorinating the tournament.

I have a break from school at the end of the month into the beginning of February so I will have lots of time to host.

Copa Rushmori XXIX Bid: Valladares

The Valladar Football Association (VFA) is delighted to present to the consideration of the CRF and the Rushmori footballing community its bid for the hosting of the twenty-ninth Copa Rushmori.

About Valladares:
The United Kingdom of Valladares is a constitutional monarchy located in the region of Rushmore, comprised of 11 federal states located in the Terranea and Terramidia continents. It is renowned for being one of the region’s most developed countries with an ever-growing economy which has helped guarantee an equity in income and economic stability for all its citizens, as well as infrastructure and services that are continuously upgraded to meet its citizens’ needs. Valladares is also famous for the beauty of its landscapes and natural environments which attract thousands of tourists every year, and the kindness, happiness, and compassion of its citizens. The country's relatively recent opening to its neighbours and to the multiverse (mainly on the sports and diplomacy fields) has helped the nation establish cordial relationships with several other nations all over the multiverse and has had a significant impact on its economy and culture, although the latter can be questioned due to the fact that its natural social heterogeneity, which was forged through history, makes it difficult to establish a "unified" Valladar culture.

With a strong footballing tradition, attested by Valladares' continuous presence at the main national and club football competitions in the multiverse, having plenty of stadiums already suited for the standards of the multiverse’s most important football competitions, and after the successful hosting of Copas Rushmori 10 and 20, Cup of Harmony 61, Baptism of Fire 60, and World Cup 74, both the VFA and the Valladar government are strongly backing this attempt to return Rushmore's premier football tournament to Valladar land, and will be looking forward to having this bid accepted by the CRF and receive your nations with open arms for this upcoming Copa Rushmori.

Format:
Taking into consideration the amount of signups in recent Copa editions, the VFA will focus its efforts on aiming at 20 or 24 entries. This means there could be 5 or 6 groups of 4, 4 groups of 5, 6 groups of 4 or even 4 groups of 6 teams each depending on the final number of signups and the viability of each format (i.e. the one that fits numbers the best). It should be noted that the goal of 24 entries will not be set in stone, and the bidder will be open to receive a higher number of signups and present a suitable format to accomodate those additional entries. Regardless of the chosen format, we shall proceed with a group stage and a knockout stage, and all teams would face their group rivals once (single round-robin). The VFA will attempt to accept every sign-up for the tournament including puppets, although some puppets might be ultimately denied entry if needed to make up numbers for the tournament.

Tiebreakers:
Should a tie in points between teams occur during the group stage, the following tiebreakers shall be applied in their respective order:

(a) Head-to-head points between the tied teams
(b) Head-to-head goal difference
(c) Overall goal difference
(d) Number of wins
(e) Goals for
(f) Drawing of lots

The procedure for the drawing of lots, should two or more teams remain tied up to that point will follow the procedure announced for the tiebreaker in the 61st Cup of Harmony (which was not needed in that tournament):

Should nations be tied up to the point where a drawing of lots shall be necessary, lots will actually be drawn, in which the two or more nations tied shall be placed in a pot, and the positions (represented by a number) available in another pot. A nation shall be pulled out from the first pot, and their position in the second pot shall be pulled out from the second pot. That number will be the nation's position in the final table, should it be tied up to that point.

Scorination:
The host shall be using the latest version of xkoranate, while using the SQIS formula to scorinate. RP cutoffs and scorinations will occur around 9-10 PM UTC-5 (2-3 AM UTC) every other day. Style modifiers from -5/+5 (most defensive to most offensive) will be used in order to offer variety to people.
Also, should this bid is successful, external scorination shall be sought for matches involving Valladares in the knockout rounds (in the event they manage to go further than the group stage, that is).

Ranks and RP Bonus:
Should this bid is successful, CR ranks shall be used for drawing purposes as well as for scorination in itself, although with a minor weight in order to emphasize the necessity to RP. RP will be cumulative and will be generously rewarded. Quality, respect for the opponents' RP permissions and use of information will be judged. Creativity shall be encouraged. Also, please note that all your RPs during matchdays shall be evaluated as one, so that means quantity of RPs will not be the main topic to evaluate in your RPs, after all: Quality > Quantity.

Previous Experience:
The user behind this nation has already proven his hosting abilities to the highest level, as he has already succesfully hosted three Copa Rushmori editions (the sixth as Whirl Islands and the tenth and twentieth as Valladares), and every WCC-sanctioned event once: Cup of Harmony 61 along with Yttribia, Baptism of Fire 60 along with Eura, and World Cup 74 along with San José Guayabal. In addition to this, this user is currently in charge of running the Cygnus Cup (Cup Winners' Cup) at the end of each UICA cycle and also runs a domestic football competition (with over 200 teams), and Whirl Islands' domestic football league as well. Also, the user behind this nation has already contributed as a neutral scorinator for Copa Rushmori games, successfully ran one Copa de los Príncipes edition and is the responsible for organizing the competition's signups since Copa Rushmori V.
