Liventia and Dunnes, two nations in Rushmore, are preparing to co-host the Cycling World Championships. It's the second time Liventia will be hosting the event, following a successful inaugural event in Orean. This will be the third such championships, although the second, in Cyborg Holland, went incomplete.
For the first time, non-Olympic disciplines will be contested at the Championships, in BMX, cyclo-cross, mountain bike and track cycling. Five Paralympic events – all for visually-impaired riders – are also on the event list. Forty-two events will be contested at the championships, in addition to a team points event first trialled in the inaugural edition.
The top athlete per delegation in each event will score points towards the team points event based on their finishing position, with 12 points for gold, 8 points for silver, 5 points for bronze, 3 points for finishing 4th, 2 points for finishing between 5th and 8th, 1 point for finishing between 9th and 16th, and no points otherwise. For this reason, delegations are encouraged to enter every event.
ABOUT THE HOSTS
Both countries reside in Rushmore and have strong bilateral ties, centred around the attempt to form a common Rushmori community of nations. Dunnes will host the BMX, cyclo-cross and cross-country events in three different cities; Liventia will host track and road events in the Olympic host city of Orean.
KEY DATES
The provisional deadline for signups will be 23:00 UTC on Tuesday, 7 November. The exact dates of the Championships will be confirmed at a later time, but will tentatively run from Thursday, 9 November through Sunday, 19 November.
INSTRUCTIONS
Copy the list of events below. Under each event, put the names of the athletes that you wish to participate in that event, if any. If you are not sending anyone to participate in an event, remove it from the list. The number in brackets after each event indicates the maximum number of entries each delegation may have in that event.
If only the maximum number is shown—e.g., “(2)”—it is an individual event, and you must give the name of each participating individual on a separate line. (You may enter fewer than the maximum number.)
If a team event has a specific team size indicated—e.g., “(1 team of 5)”—you must give the name of each team member on a single line, separated by slashes.
The individual or team names on each line should be followed by your nation or delegation’s three-letter code and a skill modifier, each separated by a semicolon, as shown in the example entry below.
SKILL MODIFIERS
Each entry must be given a skill modifier, which is a whole number from 0 to 100: 0 for the worst athletes and 100 for the best. A team entry gets a single skill modifier for the entire team, while an athlete participating in multiple events has a separate modifier for each event. The average of all modifiers in a delegation may be at most 55. A min-max avoidance bonus will be applied based on the standard deviation of all the skill values in your delegation. A standard deviation value of 25 or under will score a maximum bonus, reducing proportionally until a standard deviation value of 40 or over which will score 0.
EXAMPLE ENTRY
To ensure that your entries can be processed correctly, it is essential that you use exactly the correct format for the entry lines. If you fail to do so, your entries may be rejected and you will be asked to resubmit them.

CORRECTIONS
If you need to edit your entries after they have already been accepted, you must indicate the changes you wish to make in a new post, rather than editing your existing signup post. You may edit your signup directly if it has not yet been acknowledged. Corrections may be submitted up until the signup deadline; corrections submitted after the deadline may be accepted or rejected at the hosts’ discretion.
ENTRY LIMITS
Each user may enter up to two delegations (e.g. a master and a puppet nation), with no maximum entry limit per delegation (the total possible is 123). The maximum entry limit per user is 185 (or 1.5 full delegations). Contributions to a combined team will count as a delegation.
