Apox & Chromatika present…

A BID FOR CUP OF HARMONY 70

The Independent Football Association and The Chromatika Football Federation offer a bid for rights to host the 70th Cup of Harmony within these two historic nations. Please find details of the above nations and information regarding the proposed tournament below.

Apox Information & Experience

Apox is only a unicameral republic found in southern Esportiva. Previously a major democratic power in the region, Apox is known for having strong civil and political rights and a relatively strong economy. The country is now its sixth decade of democracy following the first Apoxian Civil War which is seen by many as the true founding of Apox, and is currently ruled by Lorcan Oberhausen of the Free Party. It has all the footballing infrastructure required for a host nation, and while it has been a number of years since a major tournament was hosted in Apox, many of the services required to hold a tournament are still in place. The capital Dwile has expanded its main airport to the North and set up one to the West of the city, while rail and road links around the country continue to improve.

In a footballing sense, Apox is only now re-emerging into the footballing world, with this being the first World Cup qualifiers the nation is participating in since World Cup 74. However, the nation participated in 14 straight World Cups from WC61-74, qualifying eight times and reaching the Round of 16 on three separate occasions. Additionally, the nation has participated in 14 Campionato Esportivas, winning the competition three times.

Apox has extensive hosting experience, the most prominent being the successful hosting of two World Cups, World Cup 69 with The Holy Empire and World Cup 74 with The Royal Kingdom of Quebec. In addition to this, Apox has hosted a BoF (50 with Saugeais), a CoH (56 with The Licentian Isles) and three Campionato Esportivas. Away from international football, Apox has hosted two cricket tournaments and over five years worth of domestic competitions in football, rugby and cricket.

Chromatika Information & Experience

Chromatika is a nation only a few years removed from a revolution that overthrew a corrupt central government that was segregating the populace into seven distinct, strict classes. It is located in northeastern Atlantian Oceania, and currently ruled by Premier Alina Krasnikova and her cabinet. The country is currently involved in three endeavors. The first, to provide education to those who were forcibly detained and kept illiterate in the previous rule, and to allow the populace to pursue any career of their choice instead of those dictated by class; the second, to encourage study and performance of the arts and music to cultivate the creative side, something the previous regime saw to keep in check, and the third, to become a more welcoming, friendly destination for tourists of Atlantian Oceania and the world. Chromatika is not the most modern country, but neither is it primitive; there are aspects of it that is rather far ahead of everyone and some aspects where it is far behind. As Chromatika learns more about itself and its people, as well as its buried history before the Chromatik Party, its hope is that it can become a country more for the people and not merely made of it.

Football is the main sport of Chromatika, having debuted in World Cup 74 and making the proper in World Cup 75. The Chromatiks obtained a fourth place finish in 76 before crashing out of the group stage at 77. The team is a hero of the people, having been instrumental in the Rainbow Revolution by continuing to play despite the old regime exiling them and prohibiting them from entering the nation. Indeed, it can be said that the run of 76 - with home matches being played in Québec - was the fire that allowed the Rainbow Revolution to succeed. This does mean that the team is more popular and in the people's eyes, still more important than the government, even leading to star player Keira Andisori having to declare on live television that she was not interested in running for political office. The League Chromatiks used to be a budding league, but now is a rather disparate league of wannabe superstars and soon-to-retire foreign players. Youth infrastructure is slowly but surely being built, as sports becomes more and more available to anyone who wishes to participate and has the talent.

Chromatika has hosted the Baptism of Fire 46 with Aguazul, Cup of Harmony 52 with Ancharmunn, WCoH 18, the 3rd Rugby Sevens World Cup, NSCF 6 and 7, a few NSCAAs, Ultimate Cup 3, and Copa Rushmori XI through Falconfar, as well as a huge domestic league with over two hundred teams. More recently they have hosted WBC 36, helped out with the recent NSCAA, the recent NSCF, and 53rd AOCAF.

Scorination

We are proposing to utilise xkoranate with the SQIS function for scorinating this tournament. We plan to include additive style modifiers in the usual range of -5 to +5.

Format

The nature of the bid process occurring during the World Cup Qualifiers makes it hard to settle on a concrete format prior during this bid. Our preferred tournament size would be thirty-two with eight groups of four, but this number is flexible.

We want to invite people based off of consistent, quality RPing. We recognise that for many people, RPing is not possible every day of qualifiers, but in order to provide a fun and well RPed tournament those who RP well, and often, will be more likely to be invited. We will not be inviting nations to make up the numbers, all nations invited will have deserved to be so.

RP Bonus

RP Bonus will be awarded based off a mixture of quality and quantity. You will not need to write a novella per matchday to gain a good RP bonus (and indeed poorly written long RPs will not be judged particularly highly) but again, even a Shakespearean two line RP would struggle to gain a high bonus. It is a balance between the two, with an emphasis definitely on quality. RP Bonus will be cumulative and non-degrading.

Tiebreakers

We propose the following tiebreakers:

Points
Goal Difference
Head-to-head Points
Head-to-head Goal Difference
Goals For

RP Theme

Both hosts will be providing information about the weather and national updates in their nations each matchday which may affect the playing conditions of the matches in the host nations. Participating nations will be free to incorporate this information into their RP, but not incorporating this information will have no detrimental effect to RP bonus. We aim purely to provide additional information about the host nations which might help with RP.

Any questions are of course welcome in this thread or in a personal communication with the proposed hosts.

Thank you for bidding! If I don't qualify for the World Cup, I would love to be in a competition run by you, seeing the great work you have done previously.

My questions are: how much of an RP bonus? Does the RP bonus increase over time (meaning ranks are more important in the first matchday than roleplay)? And if everything else is equal in tiebreakers, will you also have a competition to shoot an apple off Lord Gregory's head? Will there be a home bonus for the host nations?

Thanks!

Thanks for the questions Spaam - slight delay in replying whilst Chromatika and I discussed this, we've both found good communication the key to bidding for and running successful tournaments before.

Generally speaking (I know this has been broken from a bit in recent bids) convention in bids has been for hosts not to reveal the specific scale upon which they will be grading RPs, so I won't be saying (max RP bonus per matchday is 2.5 for example). Our plan is for a cumulative and non-degrading RP bonus, so yes, ranks will be more important on the first matchday, but the RP bonus will be generous in order for those who RP well to do well.

Our plan will be to count rosters as a separate "matchday" worth of RP so before the first scorination there will be the equivalent of two matchdays worth of RP bonus to be gained. I think especially when you look at the KPBs of nations who are normally in the CoH (~40-100ish for the majority) the difference in KPB is relatively small so overly large bonuses from the get go aren't required for those who RP well to do well if they're slightly lower ranked, Margaret notwithstanding.

As for your other two questions; in the extremely unlikely event that a nation is still tied after all tiebreakers have been accounted for, then a special one-off match will be scorinated between those two teams with draws not allowed. We will not be utilising any host bonuses if any of our nations end up in the CoH. Obviously nations belonging to one of us will be scorinated by the other user.

Thank you for your reply!

Just a clarifying question - you state that most nations are in the 40-100 range, yet we still have some nations, like Brenecia who was ranked 11 when they were in the last CoH (36.11 KPB) whereas the majority have between 2-20 KPB. Does that mean that, at least in the first few days, any team like that would continue to have a big advantage over everyone else?

They would continue to have a big advantage to start off with, but in most cases (let's take the Brenecia case) they've got to where they are by hard, sustained RP and those sorts of nations are usually in the CoH due to having a poor qualifiers thanks to RAND. So, in saying they have a big initial advantage is fair enough, otherwise there would be no point in having ranking points in the first place. With repeated RP a slightly lower ranked team can expect to do well in the tournament with of course the effects randomness can have.

I think this might just boil down to our individual difference in ideology, which is all good. I'd argue that if RP bonus was high at the start, then ranks are still vital, because if a high ranked and low ranked team both RPed then it would come down to their ranks. In your system, high ranked teams could rank coast in the beginning without fear. You believe that is what they are owed, which is understandable, whereas my philosophy is that it is not fair in a CoH which is about the RP, not rank.

There's no right answer here, but I really appreciate you taking the time to clarify this for me!
