SSA Presents:
Savojar IWPC Host Bid

About Us:

The Socialist Federate Republic of Savojarna is an island nation located in the Northern parts of Rushmore, consisting of three major islands, a small part of mainland possessions which was formerly a colony and around 1400 small islands, of which a majority is not constantly inhabited. It was an empire until 1909, when we had a revolution and the resulting state was the People's Republic of Savojarna, a socialist state aiming to increase its people's life standards and development while working towards communist society. As a result, the 22.8 million Savojars enjoy one of the most beneficial ratios of standard of living to price levels. Water Polo is fairly popular among players, but usually does not draw huge crowds. However, due to the general love of sports in our nation, we would of course hope that there would be a lot of attention paid to an international competition in our cities!

Host Cities:

Sjoedrhavn is our national capital and the biggest city of the nation. It is located on the main island of Vestrholmen and connected to the world by an international airport. Thanks to a new express underground line, you can reach central Sjoedrhavn in only 20 minutes from there. Flights will be offered to all participant nations by International Air Savojarna. Participant accomodation will be provided by the National University of Savojarna in Sjoedrhavn, where training facilities will be provided as well. There are two stadia in Sjoedrhavn, which will host group stage matches and KO games, including the final. The NUS Aquatic Stadion has a capacity of 1'500 people, while the Dynamo Aquatic Centre is the biggest stadium of the competition with place for 3'400 people.

Thorsborg is the third-biggest city in Savojarna and a center of the tech industry. It is also located in Vestrholmen and connected to the rest of the world through its own, smaller international airport mainly used by low-budget companies as well as a highspeed train to Sjoedrhavn which takes about 90 minutes. One return train ride to Sjoedrhavn is included in every ticket for games played in Thorsborg. It is fairly strongly influenced by the army, who has a massive barracks there, and the stadium used is the Army Aquatics Centre with a capacity of 2'100 people.

Pawlograd is the second-biggest city of Savojarna and the biggest city of Russica Savojar (but not the capital). It is a port city located on the Savojar mainland, equipped with the second-biggest airport of the nation. It has direct connections to most Rushmori nations and multiple major out-of-region nations offered by IAS, as well as some low-budget airlines. It is connected to Sjoedrhavn through a ferry, which takes roughly two hours, and by plane. Its stadium is the Denis Krizov Aquatic Centre with a capacity of 2'700 people.

Tournament Format

As of now, we have 19 signups if I counted correctly. Therefore, I'd aim at 20, with 4 groups of 5. The top 2 of each group will qualify for the quarterfinals, from where on we do a single-elimination tournament. In the case of 24 teams (unlikely, because I'd like to lock signups asap), it'd be 6 groups of 4, top 2 and 4 3rd place advance to octofinals. KO games will be re-seeded after each round.

Tiebreakers:
0. Group rank (only for KO seedings)
1. Points (3 for a win, 1 for a draw, 0 for a loss)
2. Head-to-head
3. Goal difference
4. H2H goal difference
5. Goals scored
6. H2H Goals Scored
7. Coin flip

OOC Stuff

Experience:
The user behind this bid has a history of almost two years on NS Sports as Ficiscia and Savojarna. I organised the Neptunia International Sixdays as Ficiscia and the World Junior Hockey Championships as Savojarna. Both these nations also ran domestic leagues in ice hockey, football and handball (Savojarna), and I scorinated domestic Olympic Trials for Ficiscia before.

Ranking and scorination:
The WPIC ranks obv apply, as well as a cumulative RP bonus. Quality > Quantity as always, and the scorination will happen with Xkoranate. Cutoffs will likely happen around 22-23:00 UTC daily.

For any questions, ask in this thread or, if you wanna ask anonymously for whatever reason, ask by TG!

So, shouldn't we have a host vote by now? I'm getting into trouble with hosting because of time. I expected to be able to start the tournament around now, which was more or less required for me to make sure I can finish it in time. This is potentially a problem...

Aw rats, I totally missed this. If sign-ups are re-opened, Vekaiyu would be interested in hosting.

Given the possibility of a second host bid and my time constraints, Savojarna retracts its bid if Vekaiyu officially bids.

Well, yeah, but what is the specific code for scorinating water polo? I have xkorinate but I haven't been able to figure it out.

It's literally under the category "water polo" for the xkorinate program.

Vekaiyu would like to know if nations will be allowed to enter the competition, especially since they still remain interested in having a bid (and will likely post one shortly).

Vekaiyu. Here be vulpines. Much of what pertains to the nuances of Vekaiyu and international competition can be found here and here. While most of that pertains to Provinsk, it's generally regarded as close enough.

How Vekaiyu Can Accommodate a Water Polo Competition
Vekaiyu is home to hundreds of aquatic arenas, which are designed to accommodate the various aquatic sports in Vekaiyu. Arenas exist for several sporting skill levels, with some even open to the public serving as a natatorium when not in use. Arenas for major-league competition can hold anywhere from ten to forty thousand people. A large game clock and scoreboard is present in every arena and can be seen by players and spectators alike. In the center of each arena is a large, deep swimming pool which is often raised above ground so that spectators may see the action from a "below ground" perspective through a lexan-walled pool, all without worrying about getting wet. Above the arena exists a second level, containing "dugouts" and hot tubs where players, swimmers, or divers sit and relax, penalty boxes, and more seating for those who prefer to watch the game from an "above ground" perspective. It is widely accepted that below ground seating offers much more view to the action for underwater hockey and underwater rugby, which is why these seats are more expensive for such events. Swimming, diving, and water polo are more "above ground" perspective sports and therefore the "below ground" perspective seats are much cheaper. At any given stadium, Vekaiyun food and beverages can be served, as well as various souvenirs supporting the local clubs or the city in general. Noise levels in older arenas can be a problem, however.

Venues
Istroyavi Aveynyo Eldura (Eldura Aquatic Grounds) - a cutting-edge facility located in the capital of the vulpine nation, Eldura. It's got style. It's got flair. It has a large Vekaiyun flag hanging proudly above the rafters. Built: 2011, Cap.: 24,000.

Yslevori Skendia (Skendia Bowl) - a "cookie cutter" type stadium that was popular before the turn of the century, it still has character and charm with echoes of championship celebrations still ringing in the confines, reflected in its high capacity. Skendia is a blue-collared 'gateway city' that has historically served as a crossroads for weary travelers to and from in the continent of Yasteria. Built: 1999. Cap.: 35,400.

Aveynyo Isluyo Ves (Ves Aquatic (Settlement)) - Ves is one of those honest cities that have seen a dozen or so bloody battles or so over the course of its long history, but today it exists as a peaceful city full of culture and excitement. Because of course it would. The state of the art stadium reflects these sentiments. Built: 1998. Cap.: 28,250.

Islasi Colaskivo Ivessi (Ivessi Water Coliseum) - The oldest aquatic arena in the major league underwater hockey circuit, Ivessi Water Coliseum is a building bleeding with history. Its games are loud and noisy due to the rather poor acoustics in the building. A plan to replace it was in the works many years ago, but the city decided to grow grass on the roof and consequently label it a 'green' building. The people of Ivessi, who are also innovative and artistic by nature, loved it, so the structure remains. Built: 1965. Cap.: 17,992

Tiebreakers:
0. Group rank (only for KO seedings)
1. Points (3 for a win, 1 for a draw, 0 for a loss)
2. Head-to-head
3. Goal difference
4. H2H goal difference
5. Goals scored
6. H2H Goals Scored
7. Coin flip

OOC Info

Experience:

Vekaiyu has hosted a water polo tournament prior to the XI Summer Olympiad and has co-hosted the XII Summer Olympiad.

Ranking and scorination:
WPIC ranks will apply. Cumulative RP bonus will be scored as well. I would like to propose a 40% RP bonus. It's high, but I believe in strongly weighted roleplaying.
