World Cup of Hockey XXXIII Host Bid: Frenline Delpha
IC Information
Frenline Delpha is a democratic republic headed by a president, with a large parliament consisting of 150 regionally elected members. The parliament convenes once a week to vote on current issues, with the president either choosing to accept or decline the new laws voted on by parliament. The parliament then can choose to overturn any veto if ⅔ of the parliament votes to do so. Half of all businesses are ran by the government, with 45% being privately owned. 5% are also controlled by more regional officials, such as regional mayors. Education is the priority of the Frenlinian government, with healthcare and welfare being second and third respectively. The Frenlinian economy produces {211 trillion a year, making it the fifth best economy in United Valhaven. As such, the cost of living is low, with plenty of improvements being made to the cities and towns of Frenline Delpha everyday.
After a string of recent terrorist attacks by a group only known as Free Individuals From Apathy (FIFA), Frenlinian security is on high alert. Passport checks have been buffed, and baggage checks are now more thorough than ever. Each arena during the WCoH will have a S.W.A.T team on patrol, as well as local security forces. The aim of the extra security is to provide security for visiting fans, and to prevent incidents like the Pinetall and Coatmen shootings from happening again. Just make sure to register your gun with the FDGA while you’re here, and you can take it anywhere you want. Public nudity is also legal, so don’t be surprised if you see naked men and women walking around (yes, even in the arenas. Some might even be participating in the Frenline Delpha slavery ring, a consensual contract between two or more people where one or more parties agrees to the will and bidding of a “master.” Or “masters.” The name tends to make tourists weary, but it is by all means rare, and you will never be forced into it.
Recently, Frenline Delpha has invented space-faring military vehicles, so look for those displays to take place at a lot of home games. Some nations may find Frenline Delpha’s plasma weapons worrisome, but they are not to be feared. Most of them are only in military service, although the Rasma has been approved for civilian use. Most citizens carry ballistic weapons, however. Guns are allowed in arenas, so long as their owner supplements their Gun Ownership Permit. So, you may see someone carrying an AK-49 (an advanced AK-47) at a hockey game. However, nobody uses their guns first in the arenas because they would get peppered with more bullets than Bonnie and Clyde if they even tried to shoot an innocent person. Even security has no mercy on those that betray the trust and respect gun ownership calls for.
What’s more, Frenline Delpha has finally adapted a policy that sets toll booths that operate in major cities from 8 am to 8 pm, during rush hour. Expect to be able to pay the small fee if you want to drive to certain arenas during the tournament. Four are located in big cities. However, Frenline Delpha money is worth a substantial amount, and you should get a great exchange rate. Hotels are fairly cheap, and many options will be available to you if you want to stay near an arena. We hope you enjoy a taste of all Frenline Delpha has to offer.
Group Draw
A live group draw will be done on Discord just before the Everything Thread comes up. This is to ensure that everyone knows who they play the very moment the ET appears on the page.
Format
Nothing really unique about this format. Just the Saintland-style playoffs, which are when two playoff games in a series are scorinated at once all rounds but the championship are best of five, and the aforementioned championship is best of 7.:
36: Six groups of six; double round robin; 16 playoff teams; Saintland-style playoffs
40: Eight groups of five; double round robin; 16 playoff teams; Saintland-style playoffs
42: Seven groups of six; double round robin; 16 playoff teams; Saintland-style playoffs
48: Eight groups of six; double round robin; 16 playoff teams; Saintland-style playoffs
Teams that win their group will always be seeded above all else (and sorted by tiebreakers against themselves), then the rest of the field is sorted by tiebreakers.

Frenline Delpha Baseball League
Frenline Delpha Domestic Water Polo League
Various Soccer Friendlies
NSCF 12 Mineral Conference

Scorination
I will use Saintland’s modified version of the hockey scorinator. RP Bonus will be cumulative and there will be a roster bonus for those who take it. RP bonus will be reset by 50% after the group stage, but the roster bonus will never degrade. If my team makes it to the play-offs, I will request a third-party scorinator to score all of my games. All Group Play games will be played at the home teams arena. Only the sixteen teams moving on to the playoffs and those in our group will be playing in Frenline Delpha. Plus, I have a special treat for those who make it into the playoffs. Just look at the WBC thread if you want to see it.

1) Total Points
2) Head-to-Head Wins
3) Head-to-Head Gaol Difference
4) Head-to-Head Goals Against
5) Gaol Difference
6) Goals Against

A Visitor's Overview to the Kingdom of Anthor: The Kingdom of Anthor is a constitutional monarchy consisting of some two hundred million souls within the borders of Atlantian Oceania; headed by her King, Samuel III, and her duly elected Prime Minister, Thomas Dalen, the average Anthoran of the better part of two decades has been able to enjoy freedom, peace and comfort; with the levels of all three of those, as well as the standards of living rising at large paces in more recent years, thanks to modern innovations created in Anthoran labs or across the multiverse, and brought into daily life by the Anthoran businessman or entrepreneur.
The Kingdom itself prides itself on it's relative safety and freedoms, though the two are usually carefully balanced. If the WCOH was to come to Anthor, visitors would find themselves in the northern city of Kirkwall, the provincial capital of the Ebele Province and one of the first major cities if you crossed the kingdom's northern border. Home to some 5 million people, and a further one million in the nearby suburbs, towns and fringes of the city, Kirkwall is one of the most modern cities one could visit in Anthor, without losing the scenic countryside views that traditional Anthorans love seeing on postcards and pictures. Freedoms afforded to visitors are parallel to those of our citizenry, though they may not be as wide as some other nations; you are free to express your opinion and yourself, but ownership of firearms and weaponry is regulated, and while the police presence is not overwhelming, it would be unusual to not see one of the protectors of the King's people during the course of a day.
Thanks to recent economic success, though slow at first, the Anthoran pound is on pace with most other currencies, or close enough that visitors would get equal or near-equal value in their exchange of their native monetary amounts, and some banks will even cover any money you may have lost, depending on which company it is. Additionally, hotels are usually more styled on offering larger options and packages, at a far cheaper price; the standard package usually includes free room service, access to the hotel's shuttle service and facilities, as well as other similar perks.
Hockey itself is the second largest sport nationally across the Kingdom, and in the north, it certainly outpaces football by good margins. Kirkwall itself is home to a CJHL team, the Kirkwall Panthers, and within a twenty minute drive is the city of Yarmouth, home to the professional level Yarmouth Ducks who have been the perennial champion or title contestants in the last decade within the AIHF, so visitors and Anthorans alike have plenty to enjoy for most of the season to ensure they get their hockey fill.
Consult with your foreign affairs department now before booking a flight, or the closest Anthoran embassy. A bit in the outskirts of town and not close to either? Contact us at (18)100-541-8171, or visit us at experienceanthor.gov.ath for quick, easy help and advice for your visit to Anthor.
Format: Under the Anthoran Bid For Hosting World Cup of Hockey 33, we would propose a traditional group stage round, where the top two seeded teams in each group will advance, with possible additional qualifiers based on the number of signups. During the playoff stage, a series of three will be played for each stage except the championship, which will be a best of five series;
28; seven groups of four, double round robin group stage, Top 2 group teams, plus the 2 best third place teams advance
35; seven groups of five, double round robin group stage, Top 2 group teams, plus the 2 best third place teams advance
42; seven groups of six, double round robin group stage, Top 2 group teams advance into playoffs
49, seven groups of seven, single round robin stage, Top 2 group teams advance into the playoffs
56, seven groups of eight, single round robin stage, Top 2 group teams advance into the playoffs
Teams that win the group will be seeded above all else; tiebreakers will be decided by, in order, total points, head-to-head wins, head-to-head goal difference, head-to-head goals against, goal difference, goals against.
Scorination will be conducted using xkorante, with the additive style. RP bonus will be a cumulative and generous, with judging being based on originality, effort, and using information relevant to the Cup, such as opposing rosters, etc. There will also be a roster bonus for those who contribute one. All group stage games will be played at the home teams arena, while the playoff games will be conducted inside the northern regions of Anthor.
A Overview of Experience: The user behind Anthor does lack any real hosting experience with major tournaments, with our only experience coming from scorinating our domestic association football, baseball and hockey leagues, however while new to the scene, I believe I can offer a fresh view on the hosting experience, a new setting from which our fellow writers can tell their story, and a overall fun experience for those who partake.
Questions, comments or concerns will happily be fielded by the AIHF's Commissioner for International Settings, Nicholas Jones, his office, press relations representatives of the AIHF, and press officials, representatives and experts from the Ministry of Sports, and the Minister of Sports personal office.

Oh yeah, btw! From now on, Komarov-Thomiya will now be my nation's name. My people would be called the Komarois or the Komariques in plural. Basically, like Quebecois and Nordiques in terms of how you call it.
My trigramme will be 'KMT'. Remember that.
