Welcome to the Premier Professional Basketball tournament in the NS Multiverse. This here is Drawkland, the fourth president of the esteemed International Basketball Organization, calling in nations one and all to signup for the 23rd edition of the International Basketball Championships, otherwise known as the IBC. Anybody can signup, and users can submit up to 1 puppet (which must be declared). Be warned that puppets will be the first to be purged if the need arises to create a round number for the competition.

How do you signup? Well, like every other NS Sports competition besides a select few, just state your intent in the thread. Looks something like this, perhaps?

Host bidding is open for anyone who thinks they can tackle the task. Host bids don't necessarily require anything, but if you want any shot of winning hosting rights, you should include information on format, scorination method, and RP bonuses. The deadline for submission of host bids is two weeks from the time of this post (only members of the IBO may vote in both votes), ending at around 9AM Eastern Daylight Time (US), on March 17th. After that, there will be a week-long period for IBO Committee Members to send in their votes for an eligible host bid. At the end, the host will be selected based on the vote count, and signups, timing, & everything else with IBC 23 will be turned over to them.

IC Info-

The Principality of Qasden is a sport-loving metropolis located in the southwestern portion of Atlantian Oceania. Under the authorities of Prince Franz-Pierre and PM Rees Häther, who govern from the capital, Turkish Van City (better known as T.V. City), the 'pality maintains relatively well relations with fellow regional nations. The economy is mostly entertainment and tourism-driven, while information and hospitality come close behind.

Citizens of Qasden enjoy frolicking amongst the streets of cities such as T.V. City, Port Harston, Taxson, Qad City, and so on. When it comes to sports, however, things start to get real. Nearly every Qasdonian plays or enthusiastically watches some form of sport, with athletic programs such as Association Football, Basketball, and Tennis leading the nation in popularity. The 'pality is home to many wonderful venues, such as the Royal T.V. Stadium, an all-around mecca for Qad sports, located in the heart of T.V. City. Citizens enjoy these friendly competitions in an almost eternal spring-like weather, with glorious rainy days and gloomy sunny days making up the usual forecasts. Certain places in Qasden, like the mountainous southwestern cities of Fyre and Destiny, experience more of an early spring and autumn pattern, with snow falling at least once every other month. Trains and planes are the best ways to travel between each of the venues, and stray cats on public vehicles are heavily common (so be aware of that, people with cat allergies).

Abaja, officially the Federal Republic of Abaja, is a fairly large, devout nation home to 88.99 million people and led by President Ayodele Azikiwe. Being found in The West Pacific, Abaja is known mostly for it's flat grassy lands, rocky mountains, lengthy rivers and it's powerhouse economy. The weather in Abaja is pretty stable throughout the year. Warm summers, cool winters, and a mild fall and spring are very common among the motherland. Abaja has 5 national languages, which are: English, Arabic, Swahili, Abaji and Guanda. Majority of Abajans speak English. About 52% of Abajans are Christians, with another 41% being of Islam. The majority of Abajans are very kind to newcomers, and they accept people of all beliefs and even those who aren't of faith. There are many sources of transportation for the tourists, and many cultural practices that they can see and learn from the Abajan tribes. Hotel pricing is extremely cheap, with 4-to-5-star hotels being as little as $70-$80 a night, or 24.5 -29.3 Côshí. The hotels come with swimming pools, basketball/volleyball gyms, exercise rooms, and a cafe.

OOC Info-

Prior to the beginning of summer 2016, the user behind Qasden had strolled around NS for a year and a half, blindly unknown of the world of forums. After finally discovering it, he created the 'pality to avoid prejudice in his main country's no-forum region. After working with scorinators a bit and researching some of NSS's past events, Qasden finally said "screw it" and began his scorinating career just a few weeks after discovering NS Sports.

First there was the Qasden Open, a small and easily forgettable archery tournament that became inspiration to the development of NSAO, or the NationStates Archery Open. After a few association football friendlies here and there, Qasden co-hosted the fifth Maple Leaf Bowl, a Canadian football tournament, alongside Kep (now known as Kebec). Afterwards, not really any other tournaments were hosted in Qasden, other than maybe a few guest clubs for the domestic Prince's Cup soccer tournament. He did, however, scorinate games for Runner Cup 7 (for Falatulu), Northwestern Cup 2 (for Savalen), the Mercedinian Open (for Mercedini), the IAC (for Bonesea), and most recently, WBC 38 (for Newmanistan),along with the already-discussed friendlies. This does not even mention the domestic leagues and tournaments of the Qailpyme Sporting Alliance. About 1-2 months ago, however, Qasden received his first big break in his scorinating career, as he hosted the 26th World Lacrosse Championships, won later on by Cosumar.

Abaja came into the NS Sports world three years ago, and has had much stories to tell with his RP's from World Bowl XXIX and XXX, World Cup 75, 76, 77, IBC 17, 20, 21, 22 and more. However, Abaja has not hosted any sporting event yet. This will be his first opportunity in hosting a event. He has scorniated hundreds of games in his Sportswire such as the "Abajan Premier League", or "APL", and the "Abajan National Basketball League", or "ANBL". Abaja has also been observing the necessities of hosting a tournament and though he as not hosted an event, he knows the seriousness in being able to hold down 30+ teams and any silly mistake will bring untrustworthiness from the community toward the user.

Format-

•If 32 Sign-ups: There will be 8 groups, with 4 teams in each group. Triple Round Robin Fixture Top two teams in each group will advance
•If 40 Sign-ups: There will be 8 groups, with 5 teams in each group.Double Round Robin Fixture Top two teams in each group advance
•If 48 Sign-Ups: There will be 8 groups, with 6 teams in each group. Double Round Robin Fixture Top two teams in each group advance
•If 56 Sign-ups: There will be 8 groups, with 7 teams in each group. Single Round Robin Fixture Top two teams in each group will advance
•If 60 sign-ups: There will be 15 groups, with 4 teams in each group. Triple Round Robin Fixture. Top team along with the best second team advances
•If 64 Sign-ups: There will be 8 groups, with 8 teams in each group. Single Round Robin Fixture Top two teams in each group will advance

Advancers are then seeded by place, then points, PD, and points for, with the drawing of lots used in unique situations. From there they'll be matched up with their rank's polar opposite (1v16, 2v15, etc). Knockouts will be a best-of-3 series for each round, with the grand championship being a best-of-5 series.

Xkoranate 0.3.3 will be used to scorinate the IBC 23. RP Bonus will be generous and cumulative from Match Day 1 to the Final, with additional bonuses for rosters.
