The nations of Super-Llamaland and RedBlackiland are proud to present to you their bid for the sixty-seventh Cup of Harmony.

IC Information

Super-Llamaland is a beautiful and diverse nation, from the serene forests of Kyrinson to the spectacular gray cliffs in Los-Juantos. Located in Esportiva, the nation of roughly forty-six million people is known for a successful socialist government, some of the most environmentally-friendly policies in the world, and a modern, absurdly well-funded, and completely free educational system. While baseball is the most popular sport in the nation, football is a close second and has been gaining in popularity despite the struggles of the national team and the instability of the domestic league - and hosting the Cup of Harmony would send interest in football skyrocketing to new levels.

Red Blackiland is a Technocratic Monarchy/Kingdom (or Reich) with a nationalist right-wing government, situated at the border of Esportiva. The country is famous for its powerful and strong economy, its national team (to some extent), a clean environment, its incredible technological power and capacity, its values of effort, dedication, discipline and critical thinking, its complex and advanced industrial field, with the fantastic weaponry-related industries and the mighty Rotschwarzland defense forces. The weather is predominantly temperate and marine, and the summers are moderately warm, especially in the south, "where the bright lights of good quality of life blink 24 hours a day”.

Previous Experience

Super-Llamaland has hosted two World Baseball Classics (30 and 32), served as World Baseball Classic president before a temporary retirement from NS Sports, and also hosted a number of minor tournaments such as the seventh International Firestorm Cup, the second Watterson Bowl, and two editions of the UWCFA.

Red Blackiland has hosted the 14th and 15th editions of the Handball World Cup, the first Miller Cup, the Baptism of Fire 51 and Cup of Harmony 66. They’re the current president of the Handball World Cup Federation.

Scorination
Xkorante 0.3.3 will be used with the NSFS Formula, additive style modifiers, and no home advantage. Cutoffs will be from 6:00-8:00 PM EDT (or 10:00 PM-12:00 AM UTC) for both hosts.

RP

A cumulative RP bonus will be used. Each matchday’s roleplays will be graded from 0 to 3 by both hosts and the suggested bonuses averaged.

Format
The preferred format would be 32 teams, separated into eight groups of four, with two teams per group advancing to the knockout stages. We’re willing to expand the field to 36 or 40 if we feel the need to be more inclusive. Specific criteria for selection will not be released under any circumstances.

CoH All-Star XI v. Hosts All-Star XI

After the Cup of Harmony ends, there will be an exhibition game played between two teams - one composed of players from Super-Llamaland and RedBlackiland, and another composed of players from all participants.

As stated in the bid, specific criteria for selection will not be released. That being said, I can assure you that it'll be fair and reward both quality and quantity, and of course we'd rather widen the field than narrow it.

It'll be scaled to (rank of highest-ranked team) + (maximum RP bonus up to that match day).

To clarify, "highest-ranked team" is the highest-ranked team in the Cup of Harmony, not necessarily the highest ranked team overall.

For a more solid and uniform avaliation of the RPs, joining the thoughts of each host and making an average about it as a way to make it more fair. To be honest, this was Super-Llamaland's idea, i agreed thinking about this could be fair.
To us grading RPs can be subjective, and averaging the RP grades makes our assessment more far and less likely to be biased.

2. Why NSFS?

NSFS is the personal preferred formula of the bidding nations. Produces fairly accurate scores and is the easiest to use.

I actually like the idea of averaging the RP score from both hosts, as long as you can get online at the same cutoff time, but what will be done if either of you qualifies for the CoH? Will only the other host grade? Will you seek a third-party grader to substitute for the involved host?
