I have done this over the past three cycles, naming about 40 or so players who may be called up during qualifying, then naming a final squad of 23 for theWorld Cup properCup of Harmony.

I've always gone by the assumption that you can have as many players as you want on a roster but can't have more than 3 substitutions in a match which limits how many players you can actually use.

I have, since WC 80, had a large pool of players who split off into two different squads. Once I get to the Final, I nominally have a roster of 23, but if someone had a roster of 60, I don't think ICly I would object.
