Having finally started to get over the fact that I missed out on a playoff/WC spot thanks to GD and unranked Krytenia ( / ), I can say that Kernansquillec plans to vote against the proposed changes to the number of hosts needed for WC bids.

While a single host can run the tournament successfully from start to finish on their own, it vastly increases the risk of a RL event affecting the running of the tournament. As Vilita said, sure a single-nation bid from Valanora would have worked out fine, but if it had been a single-nation bid from Equestrian States, it would have been quite inconvenient.

Persides, most of us would at the moment only really consider two-nation bids (bar maybe bids from a small group of nations), so we might as well just have this filter at the WCC level rather than having an implicit filter at voting level.

And also, if the WC ever moved to pure one-nation host bids it would end up preventing newer nation from getting a look in ahead of the more recognised ones. At least with two nation bids there can be a mix of both experienced and newer nation.

I will say this about the proposed amendment, the number of people who could successfully solo host the World Cup are about as low as those who can do the Olympics. It is a lot of work and you would need to be completely trusted by the community at large to even think of proceeding with such a bid. It also be fairly obvious that you should have a 3rd party scorinator for the minimum of the knockouts if not for your Finals group as well. As such, the main reason I am in support of such a change to the wording of the constitution is that this situation for this World Cup has shown what I thought to be true, that I could handle solo hosting the World Cup and at some point I do see myself attempting such a bid. That being said, I completely understand the reservations that Vilita and Arch have in regards to opening up the single host being the norm and can agree that the two host bid system is the best for 99% of the time with the WC, though not so with the CoH or BoF unless trying to get a secondary partner more experience. So I am in sort of state of limbo when it comes to the amendment as my own future desires would like to see it passed but I can also see where it is beneficial to the community to keep things as it is.

Cosumar is looking for a new manager to take them in a bold new direction. I am accepting open applications by telegram for the position. Please give me at least a basic description of your applicant's history, personality and tactical inclinations. Characters that have been previously RPed in some form or another are preferred.

Context: This qualification campaign was the worst since our debut in World Cup 51 and a complete disaster (2-8-4) for a team ranked in the Top 40 at the start. The new manager will be tasked with preventing any further downward slide. The fanbase still very much expects to qualify for the World Cup despite having not done so since World Cup 62 (or at least get close). More info on the Cosumar NT here.

Due to Valanora's successful scorination of the World Cup Qualifiers on her own, I would like to repropose an amendment to the Constitution in Subsection 2.3.2, regarding hosting of the World Cup.

2.3.2 Hosting
i) Any nation that has previously participated in a World Cup, and participated in its most recently completed edition, may bid to host the World Cup, except if the user has co-hosted the previous World Cup.
ii) Two-host bids are the preferred format, though any number of hosts are acceptable.
iii) The WCC will be directed by the President to vote: a) for one of the offered bids, b) to officially abstain, or c) to re-open the process for new bids.
iv) Friendlies are not the responsibility of the hosts beyond basic organisation. Co-hosts may not include as part of their proposal any information on the organisation of friendlies, nor may they answer questions on friendly organisation. Co-hosts may choose to start a thread for friendly organisation, may choose to schedule slots in World Cup qualification for friendlies, and may limit the number of friendlies; but there is no presumption that co-hosts will scorinate any friendly matches, and nations holding friendlies should assume that they are responsible for arranging their own friendly scorination unless otherwise specified.[/blocktext]

Obviously, the WCC will prefer that two nations bid, but I do not see the problem in users such as Valanora, Krytenia, Saintland/FFR hosting the World Cup on their own.

This amendment having reached the number of seconds required is up for vote now, due to the fact it will directly affect bids for the coming cycle. Otherwise, I would have left it for the President Elect to run upon this cycle finishing. And people may wish to plan prior to that moment.

In 2011- "New rules for WCC President elections", although having 14 votes in favor, had 10 votes against and was therefore defeated.

Could be an example of the way the vote has changed, too. We were discussing the "majority or 2/3rds of the WCC" on irc earlier - the constitution is awkwardly and inconclusively written, imo. The way the constitution is currently written makes it look like the acceptance of the original constitution is the only thing that needed a 2/3rds majority.

However, when I took over as pres, I just copied what previous presidents had done before me, and those votes clearly said a majority was all that is needed for a constitutional amendment to pass.

Furthermore, the constitution is ambiguous as to whether it is 2/3rds of the WCC that is needed, or 2/3rds of the voters that are needed. "2/3 of the WCC" would only make sense to me if we were talking about the original codifying of the constitution. Otherwise, questions are raised about whether we need a quorum or whatnot.

So.

I've left it as a simple majority for now based on what the previous presidents had done. However, if it can be proven otherwise that the constitution as is insists that I make it a 2/3 majority, I'm happy to change it.

Otherwise, unless there's a bit of the constitution I've drastically misread - which is entirely possible - I reckon that bit needs a good re-write. Something to consider. I may write it up when Apox takes the reigns.

I'm really sorry to say I'm not going to be on next week (Monday to Sunday) due to my brother sadly passing away a few days ago.

I'm going back to Bosnia for the week to attend the funeral etc so that means I'm unlikely to RP any games of the WC so sincere apologies to ESF, Tiscu and Queb because of this and sincere apologies to everybody else for getting you involved with my personal issues. I might get a chance to pop on IRC but don't expect me to, because of this.
