I don't like the idea that the president can't propose changes. They should still be able to propose changes as long as they don't implement such changes unilaterally.

So the President then has discretion to call for a vote to change the formula, but the President is also unable to propose or make their own changes to that formula. Responsibility for organising the vote rests with the President, but responsibility for proposing and approving changes rests with the community.

Would that work?

I don't think this works, see bolded; is every change mandatorily going up for vote, or only the ones the president thinks are important enough to vote on?

Both; I feel weird about being out of compliance now, and there's nothing to say it won't happen again (although probably not very often, it could be handled on a case-by-case basis I guess). Like I said originally, I don't think ESF or anyone else is a bad actor, but the system seems a little unstable right now.

After discussing the matter with VP Banija, seeing that there does appear to be movement on a WC bid, and as it's been close to two months since the last WC, I've decided to open signups for the 85th World Cup cycle now.

Any post in the signup thread is assumed to be a signup unless its obvious that wasn't the intent (for example mods posting in official capacity). Only BoF signups have to be explicit.

Unless I'm mistaken, you're not eligible to bid until next cycle's BoF:

This rule applies to "nations" so if you've entered the World Cup before with a different nation, you can enter this World Cup with that nation designated as your main nation and bid for the BoF or CoH. You'll also be able to bid for the BoF once your second World Cup cycle rolls around.

Thanks to everyone who voted for us, and I'mm sorry that almost half of you didn't have enough confidence in our host bid which led to votes for RoN. We recognise the concerns with our bid that have been reflected in the NS Sports Discord and on the bid thread. We are currently in discussion as a team of three regarding how to pursue this tournament in light of the result.

What we have done:
We have a Discord group chat to maintain communication between us and ensure efficient planning of the tournament.
We have outlined a system for how to tackle formats in light of the three-host structure. In the near-future, we will address this with new formats for the increased participation numbers following recent sign-ups.

What we will do:
We will work on addressing key issues regarding the trustworthiness of hosts through effective coordination and communication to ensure any issues are rectified before they affect the tournament.
We will ensure that we are accountable throughout the process.
We will be open to criticism and take it on board at any point in the tournament.
We are in discussions over the criticisms regarding the rp bonus and max bonus, and are in discussions over how to progress and adapt on this issue.
We will set up a Google Docs to ensure effective coordination over the schedule, cutoffs, and rp bonuses.
We will work to ensure equal and fair grading of all RPs, addressing concerns raised during the bidding process over concerns about potential biases in some of the hosts.

Please bear with us as we address some of the concerns you have all had with this bid, reflected in the tightness of our victory in the bidding process. I promise all of you that we have heard you, we are listening, and we are working to make this a successful tournament and a great introduction to NS Sports for all the nations that participate in this BoF. Please don't be afraid to message Xanneria, Delaclava, or me on Discord or via TG on here if you have any concerns.
